Archived Procurement Requests

The Illinois Department of Transportation (IDOT) is occasionally involved in special projects that fall outside the scope of traditional IDOT highway construction letting. These are typically construction materials or other unique procurements. These types of procurements include but are not limited to, Invitation for Bid (IFB), Request for Proposal (RFP), Request for Information (RFI), and Request for Qualification (RFQ). South Suburban Airport Predevelopment Agreement RFI RFI IDOT is issuing this Request for Information (“RFI”) to explore industry interest in entering into a Predevelopment Agreement (“PDA”) with IDOT for the proposed South Suburban Airport (“SSA”) Project (the “Project”). This RFI is intended to solicit responses from experienced airport developers, construction firms, operators, concessionaires or other similar firms to the questions presented in the attached RFI Questionnaire and to provide an opportunity for IDOT to receive feedback prior to a meeting with respondents (the “Respondents”). Condition Rating Survey RFP The purpose of this Request for Proposals (RFP) is to solicit sealed proposals from firms to conduct a Condition Rating Survey (CRS) to assess the pavement condition of its nearly 16,000 center line mile highway system, Illinois’ portion of the National Highway System (NHS), National Highway Freight Network (NHFN) and Highway Performance Monitoring System (HPMS) sample sections. The CRS is an important tool to assist the Department with its pavement management system and activities. The CRS is used to provide an overall assessment of the performance of the State’s highway system. It is the basis used to project future pavement conditions, for predicting future programming needs and is used for the required reporting of highway condition and performance measures to the Federal Highway Authority (FHWA) in order to meet current law.  The highway condition and inventory data and images collected by the vendor will be used by the Department to analyze the condition of the State’s highway system and assets for the CRS, asset management, and highway safety programs. I-55 Managed Lane Project RFI IDOT is issuing this Request for Information (“RFI”) in connection with the proposed Interstate 55 (“I 55”) Managed Lane Project (the “Project”). This RFI is being issued consistent with the provisions of the Illinois Public-Private Partnerships for Transportation Act, 630 ILCS 5/1 et seq. (the “Illinois P3s for Transportation Act”). Midwest Fleet Manager RFP

The Illinois Department of Transportation (IDOT), on behalf of the Midwest (MW) States (inclusive of the states of Illinois, Michigan, Missouri, Wisconsin), is seeking a Vendor to provide fleet management services who will oversee and coordinate the High Speed Rail (HSR) program throughout the MW. These services will include the coordination with the Maintenance Contractor (MC), Federal Rail Administration (FRA), the Service Operator, and Midwest States Oversight Body (a board comprised of MW State representatives to oversee fleet ownership, management, and maintenance) who will be responsible for the maintenance of a new MW Next Generation Equipment Pool (NGEP the new cars and locomotives being bought/manufactured) that are expected to begin coming online on Midwest rail corridors in mid-2016. The MW NGEP must transition in and most of the Service Operator’s current fleet must transition out between the first and final deliveries of the new rolling stock that are expected in mid-2018. The Contractor’s organization, work plan, policies and procedures for this phased fleet implementation must be in place prior to July 1, 2017.

P3 Delivery Project RFP The purpose of this Request for Proposals (RFP) is to solicit sealed proposals (hereinafter referred to as Proposal or Proposals) from firms herein referred to as the P3 Advisor who wish to be considered to provide supporting services to the Department for the P3 Delivery Project.
