Contract Specifics
A voluntary pre-bid meeting will be held on Wednesday, April 3, 2019 at 10:00 AM in the IDOT District 4 Headquarters - Becker Building at 401 North Main Street, Peoria, IL 61602. Location Notes - Sixth Floor Training Room. Meeting Description - District Four staff will present a general overview of the project.  This a great opportunity for prime contractors and DBE firms to meet and discuss issues of mutual interest.
This item was previously advertised as a Review and Inspection project only (Item 001X) on letting date March 08, 2019. Bids are now being accepted. Contractors and suppliers who downloaded plans and special provisions for this item in connection with the previous advertisement should again download the complete set to ensure that revised and/or added material is received.

  • Can the dept. please define the work scope for the following pay items (not listed in special provisions): Pay Item X0325754 Replacement of Sensor for RWIS and Pay Item Z0033028 Maint. of Lighting System. (i.e.:All lighting at interchanges both sides of the river, including both existing structures).
    REPLACEMENT OF SENSORS FOR ROADWAY WEATHER INFORMATION SYSTEM is covered in the special provisions on page 225. Pay Item Z0033028 Maintenance of Existing Lighting System is scheduled to be deleted by Addendum . (04/18/2019)

  • X5091730 Bridge Fence Special: Plan sheet 1058 Detail A shows a 3” square top rail. Plan sheet 1059 details E, G and H call for a 4” x 3” rectangular top rail. Which size is needed for Bike Rail Special? Will it be acceptable to coat the tensioning bars and clips with the same coating as the bridge rail frames, in lieu of vinyl coating these components?
    The rail sizes as shown on the plans are correct. The vinyl coating shall remain for the elements identified in accordance with the plans. (04/18/2019)

  • 50901730 Bridge Fence Railing: Plan sheet 1060 calls for a ‘Galvanized’ coating. Plan sheet 1061 is silent on the coating. Please confirm this railing system will be installed with a galvanized coating, or identify what is required for the coating of the Bridge Fence Railing.
    The railing on sheet 1060 and sheet 1061 is to be galvanized and painted in accordance with notes 2 and 3 on sheet 1058. (04/18/2019)

  • Sheet 1340 of 1361 (S-431) Referring to the pile shoe states that the pile shoe shall be furnished when called out in the plan. The plans don’t call out a pile shoe. Is a Pile Shoe required on the Metal Shell Pile?
    Per page 20 of the SGR, pile shoes are not required. The SGR is available to bidders under the "additional information" link. (04/18/2019)

  • Sheet 1340 of 1361 (S-431) Referring to Reinforcement at Abutments. The plans don’t call out this reinforcement. Is this reinforcement required at Metal Shell Pile?
    The reinforcement shown on the detail "reinforcement at abutments" on sheet 1340 is required for the abutment metal shell piles. (04/18/2019)

  • AISC: Please confirm that the Bridge Fence / Parapet Rail / Bridge Fence Special will need to be fabricated by a shop certified by AISC as prescribed in IDOT Article 106.08 ‘Certification of Metal Fabricators’.
    AISC certification will be required on applicable items according to the Standard Specifications for Road and Bridge Construction. (04/17/2019)

  • Will the department require encapsulation of lead paint prior to removal of structural steel on the existing bridge?

  • Will the department require floating silt curtain for causeway construction/removal and or dredging work?
    IDOT does not specify means and methods for controlling silt and turbidity resulting from construction operations in the river. The IEPA certification letter spells out several general conditions regarding prevention of water pollution and erosion control. The permit application also says that Best Management Practices will be used to protect the water column from excessive silt suspension and turbidity during bridge construction. (04/17/2019)

  • The special provisions on page 412 contain a section called SUBCONTRACTOR MOBILIZATION PAYMENTS with a chart that indicates a percentage of the subcontract value to be paid prior to the Sub starting work. If Subcontracts (ie landscaping, erosion control, fence, guardrails) contain unit price items that will be performed early and very late in a Contract, can the BC 260A form be separated for the early and late items in order for the Contractor not to pay in advance for very late unit price work?

It is common for large Subcontracts to contain a Mobilization item - will the Contractor be forced to pay over and above a Subcontractor's requested Mobilization and will that mobilization amount be excluded from the amount applied to this percentage of advanced payment?

  • Refer to sheet 900 of 1361. Please advise if structure 072-0250 includes pile encasement at pier - detail shown in top right hand corner of drawing. If so, please clarify concrete encasement length for this location.

  • Bridge Fence @ Ramp "E" Span 1&2. On plan sheet 1006 it calls for a vertical post Ped rail(Ref sheet S-155A) for the North Parapet location. On plan sheet 1008 it calls for a curved post Bridge fence rail(Ref sheet S-155B) for the south sidewalk curb. With Ramp "E" on a tight radius this presents a problem with the curve top fence frame fabrication and fence installation. Would IDOT consider the vertical post design(with height adjusted) similar to the North parapet to eliminate this issue?

  • Page 32 lists 2101+75 to 2013+40 as meeting the criteria of 669.05(c) however there appears to be some overlapping of areas with different 669.05 designations. Please clarify. River sediment from 2118+55 to 2156+35 meets criteria of 669.05(a)(3) however on page 33 2118+55 to 2119+15 meets criteria of 669.05(a)(5). Please clarify.

  • When will the addenda be issued? Please consider allowing questions during "review and inspection" or else risk suppliers missing late issued addenda or not being able to react to clarifications. We want IDOT to get the best pricing possible by allowing suppliers information as soon as possible.
    Questions can be asked for projects that are on lettings as "Review & Inspect". They are subject to the same guidelines as For Bid projects (All questions are cut off 10 days prior to the bid letting). Questions can then be asked on the next letting when the project is posted For Bid. At this time there is no mechanism to ask questions between the cut off for the first letting and the publishing of the Transportation Bulletin (when the project is posted online) for the next letting.   • Br Fence Railing(Special)-CL Fabric Height. Plan sheet 1058 calls for the fabric to be 1'-5 1/2" tall. The CL producer says that the minimum height that can be weaved is appx 1'-6". Could the mid tube rail be raised at least 2" to have tolerance in weaving this material? Please advise. Thanks.
    The Department would be agreeable to adjusting the height of the mid tube rail. This issue can be resolved at the preconstruction meeting. (04/11/2019)

  • Bridge Fence Railing(Special)- "Chain link fabric size". On plan sheet 1058 the CL fabric is called out as 9 Ga 1" mesh but on plan sheet 1060 & 1061 the mesh for the other BF items is noted as the standard IDOT 2" mesh. The typical install with stretcher bars & fence holders would not work with 1" mesh. Please advise. Thanks
    It is the intent of the Department to have standard 2" mesh at all these locations. (04/11/2019)

  • Will the state consider changing the galvanized coating requirements for the finger plate expansion joints? Finger joints are hard enough to keep straight on their own without dropping them into a 850 degree galvanizing tank to warp them. Also, galvanized coatings are not a consistent thickness which may cause interference issues between the fingers.

  • Can the Department please clarify if IDOT Std. Spec 1020.15 "Heat of Hydration Control for Concrete Structures" will apply to the proposed drilled shafts on the McClugage Bridge?

  • Standard spec 1020.15 requires Heat of Hydration Control for Drilled shafts including the need for cooling tubes. Can this specification be waived for the Drilled shafts?

  • Sheet 5 of 1361 under Project Commitments, there is a sentence that reads: "Refueling, storage of fuel or maintenance of construction equipment should not be allowed within 100 ft of wetlands or water bodies to avoid accidental spills impacting these resources." This bridge will be built with large equipment on barges and/or trestles and/or causeways that cannot be moved 100' onto land each time it is fueled or serviced. Please consider revising or removing this requirement.

  • Reference piers 16 thru 22 & associated borings. The bottom of seal elev(s) for these piers are approx elev 424.These borings indicate material with SPT values (blows/6 in) between 0 and 3. In most cases this layer extends down to approx elev 400. It is our concern this material may not support the dead weight of the seal coat concrete as it is being placed causing the seal coat concrete to sink and or mix into this very soft material. Will this be considered a differing site condition?
    The soft soils around and below the pier foundations are noted on the boring logs provided in the contract plans. An adjustment of the contract per Article 104.03 will not be considered for efforts required to place seal coat concrete on these soils. The seal coat shall be considered an integral part of the overall cofferdam system to be designed by the Contractor. The bid prices for Cofferdam (Type 2), Cofferdam Excavation, and Seal Coat Concrete should include all required costs necessary to successfully complete this work in the indicated subsurface conditions. Adjustments to the estimated plan quantities for Cofferdam Excavation and Seal Coat Concrete will be considered if submitted with the Contractor's cofferdam plan and approved by the Engineer.   • The Project Specifications and Proposal, Section “Maintenance of Navigation” (Page 64) allows a temporary navigation construction clearance of 315-feet, and further states that “To facilitate this reduction, a tug … must be provided to assist vessels…” During periods when there is no restriction of the existing navigation channel, is a tug required?
    The need for the tug will be at the discretion of the US Coast Guard. Per the SP “Maintenance of Navigation”, a Plan of Operations must be prepared and submitted to the US Coast Guard for approval. Although it would need to be confirmed by the US Coast Guard, presumably if the navigation channel clearances are greater 315-feet, no tug on a standby status would be needed. (04/01/2019)

  • The Project Specifications and Proposal, Section “Maintenance of Navigation” (Page 63) states that “At no time shall falsework be used in the navigation channel…” Under the same section (Page 64), “During construction of the new bridge, a temporary navigation construction clearance of 315-feet must be maintained…” Can falsework towers be used if a 315-feet temporary navigation clearance is maintained?
    The location of falsework is at the discretion of the US Coast Guard. Per the SP “Maintenance of Navigation”, a Plan of Operations must be prepared and submitted to the US Coast Guard for approval. (04/01/2019)

  • Can you clarify Note 11 on the steel sheets that talks about caulking all structural steel connections? Is this intended to be shop applied or field applied caulking? It says "all connections" but can you clarify what connections are to be caulked? Welded connections? Bolted cross frame connections that are bolted in field? Bolted cross frame connections that are bolted in the shop and then sent to the field? Can the latter be field applied?

  • The proposed easement along the south side of the west approach is nearly adjacent to the new pier footings. Can additional temporary easement be obtained to construct a causeway or trestle?
    IDOT does not intend to acquire additional right-of-way or easements for this project. (03/29/2019)

  • Drawing S-159 of 445 it shows the modular joint for the South Abut. It lists in the table 4 inches longitudinal movement and for the pay Item it states Modular Joint Sw 6 inch MR 54.5 LF. Drawing S-161 of 445 it shows the modular joint for the Pier 2. In the table on the lower left it lists 6.25 inches Movement Longitudinal but in the table beside it the bid Item is Mod Joint 6 inches SW MR. Drawing S-160 Section A-A shows a 3 cell joint for Pier 2. Which is it on Pier 2? 2-Cell or 3 Cell?
    The intent is to use this one pay item to meet the movement requirements at the two locations. The modular joint manufacturer can select the appropriate proprietary joint for the required movements as indicated at each location. (03/28/2019)

  • Can IDOT separate the bridge approach steel and the arch steel into two different bid items? This would allow more fabricators to quote the approach steel that do not fabricate arches. Can you provide weights for the individual units and Ramp E?

  • Can the prebid meeting be moved back one week. It is the day before the big IL Tollway Mile Long Bridge letting and during the NASCC Steel Show convention in St. Louis.
