  • On sheet 2, note 10 states that there will be four warning signs each direction. Will any of these warning signs be required to have sensors on them? If so, how many?
    The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. (04/15/2020)

  • The Real-Time Traffic Control System Special Provision states that “the RTTCS shall be installed at the locations shown in the plans”. However, there is no plan sheet or detail included that shows the desired system setup or location. Please advise.

  • Lane Rental: It is stated that a lane rental period is a 24 hour period that begins at 6:00 PM. Does that mean once a lane closure is in place then a 24 hour closure is allowed since a lane rental day is being charged?
    Yes, as long as Peak Hour Restrictions are still followed. The intent of the 6:00 pm start (verses a normal calendar day) is due to the peak hour restrictions and most work being done at night. (04/09/2020)

  • Shouldn't the milling depths for Old Alton and Route 203 ramps be 2.5" since there is no existing microsurface?
    The project should be bid according to the plans and specifications available online. (04/09/2020)

  • Generally speaking, the plans require milling the existing pavement lanes 12' wide. In the areas of 3" milling the required overlay depth is 2.5". Therefore, it appears that the new overlay will be 1/2" lower than the existing adjacent shoulders. This is also true in the areas of shallower milling/overlay areas. Look at the typical sections shown on sheets 7 through 11.
    The shoulders did not have the previous microsurfacing, so the 2.5” thickness should bring the pavement back to essentially the same height as the existing shoulders. The resurfacing depth was a late change and unfortunately was not corrected in the visual representation of the typical sections. (04/09/2020)

  • Based upon the absence of any relative directions and the inclusion of the Note 9 on sheet 2 of 34, it appears that a "mill and fill" operation will not be required. Is this correct? Even with 3" milling on mainline pavement?
    Milling and resurfacing within the same day isn’t required. However, the Contractor is still obligated to be in compliance with general note 9. (04/09/2020)

  • Lane Rental: If a ramp is closed, for a time period less than one hour, to allow the driving lane milling and/or paving to progress through the opening for a ramp will a lane rental day be charged?
    No (04/09/2020)

  • Lane Rental. "The Contractor will be charged a monetary assessment for each day or part of a day that any lane (mainline and/or ramp) is closed to traffic per direction ..." Does this mean that if the driving lane is closed and the ramps within the limits of that closure is closed that would be two lane rental days?
    No, if ramps fall within the driving lane closure, they will not be charged separately for the ramps. (04/09/2020)

  • Lane Rental is defined "as any lane(s), or part thereof, per direction of travel that is closed to traffic. I a westbound lane and an eastbound lane are both closed, then two closures will be assessed." Does this mean if we had two lane closures in the same direction of travel (separated by two miles) then only one lane rental day would be assessed?

  • As stated on many occasions, the use of a polymerized tack coat on a milled surface is not the most conducive material to the work to be performed. Especially if the work will be nighttime "mill and fill". Please consider changing this tack coat to a rapid set material that will allow the work to be performed within the very restrictive project specifications.
