Contract Specifics
A voluntary pre-bid meeting will be held on Friday, October 18, 2019 at 09:30 AM in the Outside westbound lane of the Murray Baker Bridge at Park on the ramp from westbound I-74 to Adams St. (Exit 93), Peoria, IL. Location Notes - Park vehicles in the closed area on the ramp and then walk out on the bridge in the closed lane. Meeting Description - Meeting will allow potential bidders to walk the outside lane to inspect the structure. Safety vest and steel-toed boots required. Vehicles must be equipped with warning lights.  Plans and specifications will be discussed at the second meeting to be held immediate following, from 11 AM to Noon at the Gateway Building, 200 Northeast Water Street in Peoria.  In the event of rain, the first meeting may be cancelled.   • According to the detail drawings on sheets 153 and 155 fixture spacing is specified greater than 3ft. According to DMX standards T-taps (fixture whips) can be no greater than 3ft. Due to DMX standards, fixture spacing and required slack/drip loop the 3ft fixture whips will not reach the specified Junction Box Special (X8130110) locations. Based on the aforementioned information it looks like a viable solution would be to include Junction Box Special (X8130110) for every Luminaire Type A,B,C Spe

  • Sheets S84 and S85 provide details for the expansion joint replacement at pier 8. Detail C on sheet S85 shows that 4 of the existing 8 holes should be existing from previous joint installation, however, sheet number 63 in the 1984 as-built plans for deck replacement show detail for a welded connection between the existing stool and floor beam. Please verify if this is an existing welded or bolted connection. Also, if welded, should these welds be grinded for stool removal?
    The existing floorbeam is a built-up member with a cover plate riveted to the top flange angles. The new stools will be bolted to the existing floorbeam utilizing some of these existing holes and new holes drilled into the existing member. During the 1984 deck replacement, the expansion joint stools were connected to the existing floorbeam utilizing a welded connection. To remove these stools and make room for the installation of the new stools, the weld will need to be removed by grinding. The surface of the floorbeam at the location of the weld removal should be ground smooth. An addendum related to this work will be issued. (10/31/2019)

  • Will conduits attached to structure for lighting, FO, etc. be allowed to be installed prior to the bridge painting?
    Installation of conduit prior to painting would be allowed, but there are a couple issues for the Contractor to consider. First, areas with paint and/or steel deterioration would have to be cleaned and painted prior to being covered by conduits or associated hardware. Second, the junction boxes and other accessible items cannot be sealed up with paint. (10/31/2019)

  • The Finger Plate Expansion Joint, item 52000216, shown on plan sheets S84 & S85 does not specify finger plate width. Will the DOT provide the required plate width dimension?
    The Contractor should use the other dimensions shown in the details on Sheets S84 and S85, coupled with the bent plate thickness, to determine the overall finger plate width. (10/30/2019)

  • Can the new curved bottom bearing plates shown on sheet 300 section C-C be made up of several plies welded together to achieve the required thickness ?
    No. This will not be allowed. (10/29/2019)

  • The schedule on the project will be very difficult to achieve, even with overtime and additional workforce. Will the DOT consider extending the time allowed to complete the project?
    There will be no time extension for project completion. (10/29/2019)

  • The contract plan quantity for STRUCTURAL STEEL REPAIR is 56,040 Lbs. However, when you total up the quantities given from sheets S93 to S127, they only total up to 55,360 lbs. Can you provide the location in the plans of the details for the 680 lbs of STRUCTURAL STEEL REPAIR that are not shown on sheets S93 to S127?

  • Will the structural model be made available for the SAR and if so, what format is it?
    No. The Contractor will be responsible for having their own structural engineer analyze the structure. (10/25/2019)

  • Sheet S101 of S145 shows rivet replacement and has a bill of material that indicates it is to be paid as STRUCTURAL STEEL REPAIR with a quantity of 540 lbs. However on sheet S128 of S145, there are charts for replacing missing or defective fasteners and indicate that they are paid under pay item BOLT REPLACEMENT. Should the rivet replacement shown on sheet S101 be paid for as pay item BOLT REPLACEMENT and not pay item STRUCTURAL STEEL REPAIR?
    No. The bolts on structure sheet S101 are part of the gusset plate repairs (structure sheets S99-S102), which are paid for as STRUCTURAL STEEL REPAIR. (10/25/2019)

  • The plans call for project specific Site Sampling Work Plan. However, there is no pay item for this plan. Should it be included with the BDE 2730 (Regulated Substances Pre-Construction Plan or do we need a pay item for the Site Sampling Work Plan?

  • Note on sheet S3 requires "existing caulking within the limits for cleaning and painting shall be removed, and new joint sealant shall be installed." How is this caulking to be quantified? This could be extensive work, but there are no details showing sizes or locations of the existing caulking.

  • The specs require a list of potential contaminated to be analyzed from the sediment samples. All of which has its own pay item, except herbicides. Seems we should have a pay item for herbicides too.

  • Contract drawing S88 says that the contractor will obtain chemical analysis of existing steel and report it to the engineer. How many samples are required to be collected and tested?
    Only one sample per representative member is required to be collected and tested. Therefore, two samples are required for the sheet in question (Sheet S88). One sample needs to be taken from one of the original stringers and one needs to be taken from one of the stringers that were replaced during the 1984 rehabilitation. This requirement is also shown on the following sheets: S90, S107, S116, S117, S125, S126. Note that the Contractor does not need to obtain multiple samples of the same representative member as it shows up on multiple sheets. (i.e. girder repairs are detailed on Sheets S90, S125 and S126. Only one girder sample is required for all of these details.) (10/24/2019)

  • Considering Pay Item #66900530 (Soil Disposal Analysis) includes TCLP VOC/SVOCs, pH, & TCLP RCRA Metal analysis/testing is there a need for Pay Items 66000540, 66900545, & 66900620?
    The additional pay items are required and not necessarily for disposal at a landfill, but for characterization for beneficial use of sediments. The SOIL DISPOSAL ANALYSIS does not include PCBs. (10/09/2019)
