This is a Bridge Deck overlay, bridge joint repair, pavement patching, overhead sign replacement, ITS loop detectors and lighting project along the inbound and inversible lanes on I-90 (Kennedy Expy from I-94 (Edens Expy) to Hubbard Street in the City of Chicago for a total of 40,320 Ft (7.63-Miles).

  • There are no lane closure time in the specs. There will be closure needed to stage MOT can IDOT give a scope of time that closure are aloud?
    Per the Specifications, "all stage changes requiring the stopping and/or the pacing of traffic shall take place during the allowable hours for Full Expressway Closures and shall be approved by the Department." (01/10/2023)

  • Please clarify the following pertaining to Traffic Control and Ramp Closures - can an exit ramp and an entrance ramp be closed concurrently at the same arterial cross-street location?
    Per the Keeping Expressway Open to Traffic Specification, no two consecutive exit ramps may be closed at the same time and no two consecutive entrance ramps may be closed at the same time. An exit ramp and an entrance ramp to the same cross street may be closed at the same time as long as the requirements shown in the plans and specifications are met and detour routes are not impacted.   • Reversible I-90 over "Air" is a vaulted structure with minimal information provided for the existing structure (and no access for inspection). The Cleaning Drainage System item of work is included in this structure's bill of materials as 0.05 LS. Please provide additional information needed to determine the magnitude of this item of work at this location (i.e. drawings, details, approx length, connections, etc.).
    The exact dimension is not available. The Contractor will be given access to existing plans for any additional dimensions they may need. (01/10/2023)

  • Reference the Contract Plans for Reversible I-90 over CTA. The locations where the preformed joint seal 1" is to be installed is noted as "Reconstruct Joint" Please clarify the existing condition of the joints (i.e. are there existing joints to remove, etc.) and clarify the method of payment for any removals.
    The intent of this work is to remove and replace the existing 1" Preformed Joint Seal only without concrete removal and reconstruction around the joints. (01/10/2023)

  • The contract plans & specifications do not provide information for allowed times for expressway closures. Please provide information detailing when lane closures are allowed (i.e. 1-Lane, 2-Lane, 3-Lane, etc.) and the direction (as some Outbound closures will be needed).
    As noted in the plans and special provisions, a total of 4 lanes in the southbound and reversible lanes must remain open at all times to southbound traffic, with short term exceptions for some patching and OHSS 15 as shown in the plans and specifications. Northbound lanes may be shifted or staged as shown in the plans. No additional lanes shall be closed without permission from IDOT. Please see the special provisions for calendar dates and time restrictions for each stage. (01/10/2023)

  • The concrete repair work for the Reversibles over the CTA Structure will require taking the track adjacent to the work out of service. The contract plans and specifications for CTA Flagging and coordination do not provide much detailed information. Please provide additional information on when single CTA track outages (i.e. days, periods of time, etc.) will be allowed as equipment staging and setup/removal of work will require a significant portion of the allowed time.
    Please refer to the specification for available information from CTA. Further direction from CTA can be provided at pre construction meeting with CTA. (01/10/2023)

  • Please clarify IDOT's position on the following: This contract has an Incentive payment plan for completing all contract items and safely opening all roadways to traffic prior to the Completion Date. As this Contract's work is to be in cooperation with Contract 60T46 who is responsible for the traffic control "to close the reversible lanes" in Stage 3 (Final Stage) of this contract, is 60T46 also required to be complete & its traffic control removed to meet the requirements of the incentive?
    60T46 is responsible for closing the reversible in Stage 3. Coordination of traffic control with Contract 60T46 will be required to complete the project for the incentive requirements. (01/10/2023)

  • In the Notice to Bidders with the Contract's Special Provisions, bidders are instructed "to make all required inspections, and to inquire and seek explanation of the same.." Some areas of work are in vaulted areas only accessible through hatches from the x-way. Are photos available to show the general conditions and areas of work within the I-90 over "Air" Structure (i.e. general environment, access ladder, areas of concrete repair, ground conditions/obstacles for scaffolding, etc)?
    The contractor will be given access to the job site and existing plans for details of the vaulted areas. (01/10/2023)

  • Regarding the Q&A for Item 63700805 CONC BAR TRANS which states that the barrier base is "included". BD-27 (Sht 1481) states in the Basis of Payment Note 3 that "Concrete Barrier Base Pay Item is to be included if the barrier is constructed monolithic or jointed to base." Please clarify, as the position of the Q&A contradicts BD-27.
    The intent is to transition from the OHSS foundation to standard width barrier. See BD 27 (sheet 1481) for transition detail for barrier and base. The base is included and can be monolithic or jointed. See Article 637 for additional information. (01/10/2023)

  • The Irving Park Bridge has bird netting on the underside of the bridge and bird spikes at the piers. These items may conflict with the work (i.e. protective shield, concrete removal & forming, deck slab repair, structural repair of concrete - substructure, etc.). Please clarify the engineer's position on this.
    The intent is to remove and replace the existing bird netting at the Irvin Park Bridge. The Department is in the process of issuing an addendum, please monitor the website for the addendum. (01/09/2023)

  • Ref Contract Plans Sheet 620 & 698 - a "RR-UP" and "CL of Track" is called out between Piers 10 & 11 (Span 11). Please confirm that there are no requirements by the UP for work in these areas (i.e. access agreements, ROE, insurance, etc.).
    There are no anticipated requirements by the UP for work in these areas as the tracks are abandoned. (01/09/2023)

  • Ref Plans Sheets 538-539 (Ramp E/F) - Debris Removal. Please provide additional information, as the pictures are somewhat lacking and it is not possible to determine this first-hand (i.e. what are the various pieces classified as and their sizes, what is the spread and depth, how much volume is anticipated, how low is the lowest height clearance, how much backfill is needed to fill the area shown as a void, etc.)
    Please refer to the specification for available description of debris. Colored pictures from the plans can be provided at the preconstruction meeting, if needed. (01/09/2023)

  • Contract Plan Sheet 817 calls out Debris Removal at Pier 8 of Ashland Ave SB - this "debris removal" has not been clearly identified (i.e. what is it, how much is there, etc.). Please provide clarification for this portion of the Debris Removal Item.

  • Ref Contract Plans Shts 1030-1040, the Concrete Repair work proposed on the Wall for the SB "Air" Structure will impact the existing mural. Please confirm that the contractor will not be responsible for its restoration/replacement.
    The department doesn’t anticipated that any Art work will need to be restored or protected as part of this contract. (01/09/2023)

  • How many feet and sizes and what exactly is being cleaned for the pay item Cleaning Drainage System?

  • This project has closures coming in on both expressway will there be a smart system on both expressways?
    Contract 62K74 will have a smart traffic monitoring system for both inbound and outbound traffic, as further detailed in a revised addendum SP. The Department is in the process of issuing an addendum, please monitor the website for the addendum. (01/05/2023)

  • What will the MOT winter stage look like after October 31st 2023 when state is completed.
    The inbound and outbound lanes will be fully open for traffic during the winter stage. The reversible traffic lanes will be open in the inbound direction with short term closures under the 60T46 contract; this work is detailed and to be coordinated under the 60T46 REVLAC contract. (01/05/2023)

  • Please clarify Note 15 in the General Notes of the Contract Plans (Sheet 7) - "Work to take place overnight and lane closures...." Please clarify the intent of this statement.

  • Note 17 in the General Notes of the Contract Plans indicates the presence of suspected lug systems and that they have been shown for reference. The lug systems do not seem to be indicated in the contract plans - please provide this information if it is deemed necessary.

  • Reference Sheet 66 in the Contract Plans - Roadway Details. The approach pavement SMA Overlay detail indicates "Clean & Reseal Relief Joint" at the approach pavements. Please clarify this aspect of the work (i.e. additional info on intent/detail of work, method of payment, etc.)
    Per Article 406, surface shall be clean and free of debris prior to tack coat and HMA placement with the methods described in Article 406 of the SSRBC. If resealing is required, this can be performed with the crack sealing pay item already included in the contract. (01/05/2023)

  • X6640304 Chain Link Fence Removed & Re-erected: Please advise where the Chain Link Fence to be Removed & Re-erected is located, with Start and Stop stations.

  • Please provide additional information for the following items of work (i.e. detail of intent, location, a more detailed summary of quantities, etc.): 1) 20200100 EARTH EXCAVATION, 2) 20700220 POROUS GRAN EMBANK, 3) 31101000 SUB GRAN MAT B, 4) 31101810 SUB GRAN MAT B 12, and 5) 50800105 REINFORCEMENT BARS.
    Earth Excavation (20200100) is included for the attenuator at Wilson. NEED TO CONFIRM DRAINAGE STRUCTURE see sheet 195. Subbase Granular Material B 12 (31101810) is intended for use around OHSS pavement replacement. REINFORCEMENT BARS (50800105) is required for the concrete collar at OHSS 16, see Sheet 196.   • Please provide additional dimensioning information for the following (specifically for the protective shield) 1) Ashland SB - P.P. 773-779 Framing Plan 2) Kostner SB - P.P. 1402-1403 Cross Sections don’t provide spacing and there is no framing plan for this structure 3) Koster REV - P.P. 1421 Cross Sections don’t provide spacing and there is no framing plan for this structure 4) Wilson SB - P.P. 1468 Cross Sections don’t provide spacing and there is no framing plan for this structure.
    The dimensions needed to calculate the Protective Shield quantity per Art 501.03 are provided in the plans; i.e. the GP&E sheet shows the longitudinal limits and the out-to-out of deck width. The beam spacings are also shown on the abutment detail sheets. The Contractor will also be given access to existing plans for any additional dimensions they may need. (01/05/2023)

  • Ref Contract Plans Sheet 537. Note 2 states that "Cost of drilling holes and rodent shield included with Furnish & Install Access Door." The detail for the rodent shield indicates that there are 39 required, however the drawings show that there are 45 holes. Please clarify how many holes and rodent shields are needed as they are incidental.

  • Ref the Contract Plans Shts 1035, 1043 (Bridges over "Air"), the plan notes show a "1/2" Preformed Joint Seal to be included in the cost of Bridge Deck Latex Concrete Overlay, 3 inches." Sht 1046 shows a "!/2 PJF" at Pier 7. A pref compression seal is likely not available for a 1/2" dimension. Please clarify the intent of this joint (i.e. a preformed compression seal, a pre-comp foam joint, a PJF/fiber exp board, or a formed joint with concrete joint seal - hot seal, silicone caulk, etc.).

  • Ref Contract Plans Sht 1041, 1043, 1045. "Exist Manhole to be replaced" with a Manhole Special, Frame and Lid. Please provide additional details for the work - i.e. how is the existing one currently in place, is concrete removal and replacement needed, are there addl connection details, what is the purpose of the steel cover plate, etc. Please provide a method of payment for the removal of the existing frame & lid.
    The work is intended to replace the manhole frame and lid only without concrete removal and replacement. Steel cover plate was intended to be a temporary measure to cover the manhole during construction and will be omitted with additional clarification of work part of Addendum sheets.   • The General Notes, Note 28 states that a deep excavation existing facility (DEEFP) permit is required with CDOT OUC. Please provide clarification/details for the specific work for which this is required.
    This is for overhead sign foundations only as per city regulations. The contractor will be responsible for providing any deep excavation calculations based on means and methods to CDOT OUC. (01/05/2023)

  • Please provide additional information regarding: 1) the contract's anticipated NTP, and 2) the date when permanent expressway lane closures (staged construction) will be first allowed in 2023.
    The anticipated NTP / contract start date is up to approximately 60 days after letting. Lane closures will be allowed after 4/1/2023 when MOT coordination is done with other projects in the area as outlined in Contractor Cooperation specification. (01/04/2023)
