What is the intent of the pay item for IDOT standard 701411. It doesnt appear that these will be used. Could further clarity please be provided for this pay item?

TC&P 701411 is included in case the Engineer wants to do patches leading up to the ramps or if the lane leading up to the ramp needs to be closed for any reason. (01/10/2023)
Will the lane drop be required to close ramp 2, as this is a full lane that comes on at Collinsville Rd to 255 NB?
