2,112-Ft) Bridge Painting and Lighting Replacement. This improvement consists of 3 locations along the eastbound direction of the Kennedy Expressway (I-90/94 EB) at the structures; Grand Ave - (SN 016-2048), Green St.- (SN 016-0136), Hubbard St.- (SN 016-2050) and Metra Railroad, Kinzie St and Wayman St (SN 016-2020). All are located within Chicago, Cook County, Illinois.

Contract Specifics
A mandatory pre-bid meeting will be held on Wednesday, January 4, 2023 at 09:30 AM in the District 1 at 201 West Center Court, Schaumburg, IL 60196. Location Notes - Lower Level Classroom. Meeting Description - To discuss the plans and special provisions for Contract 62U24, provide opportunity for Contractor’s to ask questions regarding the intent and scope of work for this contract, and to allow prime and subcontractors specialized in lighting and painting to network.  Contractors are encouraged to submit written questions two days in advance to Jean.Midy@illinois.gov.. The pre-bid meeting is mandatory for all potential prime contractors interested in bidding. Registered subcontractors and certified disadvantaged business enterprise subcontractors are encouraged to attend. The meeting will begin at 09:30 AM at which time, after a final call for everyone to sign in, the sign-in sheets will be copied. Attendees who show up after the presentation is underway will not be allowed to sign-in thereby not being considered in attendance. Failure on the prime contractor's part to attend will cause the contractor's request for authorization to bid to be denied.

  • In the Contract book you mention a Completion Date of 7/31/2024 and an Interim Completion Date of 10/31/2023. There is no mention of a Start Date. However, at the Pre-Bid meeting we found a Start Date of June 2023 on the leaflet. Please clarify what the Start Dates for each year are for this Project.
    Stage 1 of contract 62U24 is to coincide with stage 2 of contract 62K74 and to start in June of 2023. (01/17/2023)

  • Page 7, proposal. The paragraph for Location of Project list three locations. There are pay items for 4 locations. Please clarrify which structure belongs to each pay item.
    An addendum has been posted and the description of location has been revised. (01/17/2023)

  • The charts on pages 88 and 89 of the project specifications show that the contractor will have only 5 hours on most nights to deploy barrier, install containment, deploy access equipment, abrasive blast, inspect, prime, dismantle containment, remove access equipment, and restore barrier to initial one lane condition. We do not feel there is adequate time to perform production work (abrasive blasting, inspecting, and priming). Can IDOT please consider allowing 8-10 hours in lieu of 5 hours?
    An addendum has been posted and provides with new hours in the Keeping The Expressway Open to Traffic spec. These hours are the maximum hours that can be accommodated. (01/17/2023)

  • On the Special Provisions, Page 1, Location of Project, it details Three Locations and corresponding Structure Numbers that go with each Location. However, there are Four Pay Items for Bridge Cleaning and Painting Warranty. We need clarification on what structure numbers are to be included with each Pay Item so that the Special Provisions, Bid Sheet and Drawings are consistent.
    The Department is in the process of issuing an addendum, please monitor the website for the addendum. (01/10/2023)

  • 1. Please provide the surface area in square feet to be painted per structure and per pay item. 2. What is the Engineers Estimate for this project?
    The contractor is responsible to calculate the square footage of steel to be painted. The engineer's Estimate is not public information. (01/10/2023)

  • Bridge Painting operations are not mobile. Can consideration be made to provide continous lane closures for all phases to allow for continous access to the structural steel? Night Work for this job is not feasable and very unsafe. Contractors need continous acess to the steel to do the job properly and provide a quality product.
    This contract includes the use of movable barrier for positive protection as well as continuous lane closure of lane 5 during stage 1 and continuous lane closure of lane 1 during stage 2. (01/10/2023)

  • Due to the complexity of this project and many unanswered questions, can IDOT postpone the bid date by at least one week?

  • Is the contractor required to warranty the partial painting work on the Railroad structure over Green Street?

  • Since this project is in a very urban environment, will IDOT provide an off site staging area near the project for the contractor to store initial delivery of moveable barrier and Barrier transfer machine, decontamination facilities, hazardous waste storage, field office, maintenance and protection of traffic equipment, project materials, etc?
    The area near Ohio St. on-ramp could be used as a possible staging/ storage area during the 7-day detour only. (01/09/2023)

  • Please verify that only the East Bound portion of all structures are part of this contract.

  • Can IDOT please provide the existing vertical clearances for each structure over I90/I94?

  • What MOT staging will be up in the 23/24 winter.
    No MOT will be allowed during the 23/24 winter shutdown. Interim completion date before 23/24 winter is October 31, 2023 as stated in the Completion Date Plus Working Days (D1) special provision. (01/09/2023)

  • Under the General Paint notes on Sheet No 2 it states Railroad Bridge over Green St “The fascia beams and bottom flanges for the railroad bridge adjacent to Green St shall be the only steel cleaned and painted following the procedures listed above.” Are the painting limits the Fascia and bottom flanges of the railroad over Eastbound I-90/94 or is it the fascia beams and bottom flanges of the railroad bridge over green street only? Can the IDOT clearly define the painting limits of this bridge

  • Smart system spec reads that system will be in place until all closures are complete. The stage states system goes up stage 2. can you clarify.
    Smart system will be installed during stage 2 and remain in-place until stage 2 is complete. Stage 1 will utilize system in place on adjacent contract 62K74. (01/09/2023)

  • In Sheet #2 of the Plans you write: "The Fascia Beams and bottom flanges for the RR bridge adjacent to Green St. shall be the only steel cleaned & painted". 1) Only the bottom flanges of the fascia beams or all bottom flanges? 2) Upon field inspection we noticed that part of the North fascia beam & the South fascia beam are over NB I-94. Also there is a big cross girder, part of which could be considered a "fascia beam". Can you please provide exact project limits for the train bridge?

  • Due to the lack of a shoulder and high traffic volume it is impossible to safely inspect closely the existing conditions at Hubbards cave. Is it possible to arrange a temporary closure for a contractor field visit?
