Contract Specifics
For Review and Inspection Only. This project is NOT FOR BID on this Letting, but is expected to be included in an undetermined, future letting. It is being published to allow for review and inspection by potential bidders and suppliers.
A mandatory pre-bid meeting will be held on Thursday, June 23, 2022 at 08:30 AM in the Southwestern Illinois College - Granite City Campus at 4950 Maryville Road, Granite City, IL 62040. Location Notes - The History Room. Meeting Description - Members from the Illinois and Missouri Department of Transportation and consultant staff will be present to answer questions on the combination bid of IDOT 76J90 and and MoDOT J6I3020C.  For additional information, contact Tiffany Brase of IDOT at 618-346-3175, or Billie Owen of IDOT at 618-646-3209, or Lisa Kuntz of MoDOT at 314-453-1879. The pre-bid meeting is mandatory for all potential prime contractors interested in bidding on these projects on the July 15 Special Letting. Registered subcontractors and certified disadvantaged business enterprise subcontractors are encouraged to attend. The meeting will begin at 08:30 AM at which time, after a final call for everyone to sign in, the sign-in sheets will be copied. Attendees who show up after the presentation is underway will not be allowed to sign-in thereby not being considered in attendance. Failure on the prime contractor's part to attend will cause the contractor's request for authorization to bid to be denied.

  • Will this project include the IDOT special provision for Project Labor Agreements (PLAs) in accordance with the Governors 2019 Executive Order?
    Whether a PLA and all of its aspects will be determined as it gets closer to the final letting date. (04/20/2022)

  • If the project will include a special provision for PLA, what union contracts will be required to be followed as this project spans the Mississippi River and assume both IL and MO Construction Labor Unions will claim jurisdiction of the work on the River that historically has been performed with a joint labor effort of MO and IL Labor Union Locals? Will contractors be required to follow IL or MO collective bargaining agreements?
    Whether a PLA and all of its aspects will be determined as it gets closer to the final letting date. Any details regarding MO labor unions will not be specified if a PLA is included. (04/20/2022)

  • The design drawings that are posted for review show that the structural steel material is Grade 50 and will receive 3-coats of shop applied paint plus some metallizing additional painting to the steel under the expansion joints. Would IDOT consider changing the steel to Grade 50W and the coating system to unpainted weathering steel with metallizing / painting under the joints only? This change could result in a lower bid price while also offering excellent long term corrosion protection.
    IDOT has discussed the weathering steel option as they have been continuing the design process of this project. IDOT has determined that they do not want to use it, and the option will not be considered further. (04/19/2022)
