Contract Specifics
A mandatory pre-bid meeting will be held on Thursday, August 26, 2021 at 10:30 AM in the District 1 at 201 West Center Court, Schaumburg, IL 60196. Location Notes - Lower Level Classroom. Meeting Description - For additional information about the mandatory meeting, refer to Article 1.4 on page 23 of the published Special Provisions. The pre-bid meeting is mandatory for all potential prime contractors interested in bidding. Registered subcontractors and certified disadvantaged business enterprise subcontractors are encouraged to attend. The meeting will begin at 10:30 AM at which time, after a final call for everyone to sign in, the sign-in sheets will be copied. Attendees who show up after the presentation is underway will not be allowed to sign-in thereby not being considered in attendance. Failure on the prime contractor's part to attend will cause the contractor's request for authorization to bid to be denied.

With the supply chain delay issues and material costs skyrocketing, rather than the contractor pricing all that risk into routine maintenance items would the Department entertain a cost escalation adjustment at least yearly?

The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. (09/07/2021)
Current EMC (62F52) states: When structural problems are found on towers or monopoles, including towers at the Rodenburg and Woodstock Maintenance Yard location, the Engineer shall be immediately notified. Structural problems or deficiencies are not the responsibility of the Contractor. This language is not found in 62M86, is it the departments intention to have any structural problems or deficiencies on towers or monopoles to be the responsibility of the contractor under Routine Maintenance?

Contract language should have been "When structural problems are thought to be present on towers or monopoles, including towers at the Rodenburg and Woodstock Maintenance Yard locations, the Engineer shall be immediately notified." The Contractor is not responsible for structural problems or deficiencies, as stated in Article 7.22 - "The Department hires a structural engineering company to perform structural inspections of Light Towers; and to examine the lowering system equipment. The Contractor shall be provided the yearly schedule of the structural inspection company when known, but which may be on short notice as IDOT District 1 does not dictate the schedule." (09/07/2021)
