This contract is for annual maintenance of electrical systems including the Signal Systems, Lighting Systems, Pump Station Systems, Surveilliance System and other Electrical Systems, many subsystems and components, mechanical system and including buildings, structures and grounds located withing District 1.

Contract Specifics
A mandatory pre-bid meeting will be held on Monday, October 18, 2021 at 10:30 AM in the District 1 at 201 West Center Court, Schaumburg, IL 60196. Location Notes - Lower Level Classroom. Meeting Description - Attendees will receive a packet of additional charts, data, and specifications as part of the Contract to assist in the bidding process. Attendees will also submit their Bidder’s Special Qualifications requirements.  Only those contractors who submit the Bidder’s Special Qualifications submittal will receive this additional Contract information.Although Department personnel will not answer questions at the Pre-Bid Meeting, each prospective bidder may submit a list of questions.  The Department will allow each prospective bidder one representative who may read the questions out loud for the other prospective bidders in attendance. The Department may or may not answer the questions in an Addendum. Questions may also be submitted on the Illinois Department of Transportation website.The Department also welcomes the prospective bidders to submit a list of possible missing information or possible errors in the Contract.  These items would be addressed, as necessary, in an Addendum.. The pre-bid meeting is mandatory for all potential prime contractors interested in bidding. Registered subcontractors and certified disadvantaged business enterprise subcontractors are encouraged to attend. The meeting will begin at 10:30 AM at which time, after a final call for everyone to sign in, the sign-in sheets will be copied. Attendees who show up after the presentation is underway will not be allowed to sign-in thereby not being considered in attendance. Failure on the prime contractor's part to attend will cause the contractor's request for authorization to bid to be denied.

  • Will the department consider creating allowance items to address the start-up costs that are required by prospective bidders?   • Would the department consider extending the bid date? We understand the timeline at stake with regard to the current contract expiration, but considerations need to be made for prospective bidders outside of the incumbent. Project start-up demands do not allow for sufficient time for bidders to react and be prepared for the project start date.
    The bid date will not be extended. Bids will be opened as scheduled on November 5, 2021. (10/26/2021)

  • Article 7.3.1 SCADA System States that the 3 new servers will be paid through non routine maintenance. How will the rest of the SCADA components ie. the 400+ radios that haven’t been utilized for many years be paid?
    The SCADA radios currently in Department Asset inventory will be reprogrammed (not replaced) through Article 7.1.   • The contract lists (GF06) Fiber Optic Innerduct, up to 1 ½” and refers to In Trench, Encased in Concrete and Embedded all as installation details, can the department create separate pay items for each as the costs for each installation type is extraordinary different and difficult to quantify under a single unit?

  • Article 2.17 specifies the requirements of the Fleet Management GPS system, while the individual system Sections refer to GPS photo reporting. Is this to be a function of the same GPS system, and can the required vehicle GPS tracker function as the “linked camera phone photo, with GPS reading and time stamp”?

  • There is an added annual routine cost of over $500,000 for traffic signal UPS battery replacement which is well documented in the EMCMS ticket summary. That exceeds the 25 mandatory routine annual intersections by over 400. Will IDOT consider adding a nonroutine pay item for TS UPS battery replacement?

  • The majority of IDOT expressway lighting is still HPS which has very limited manufacturing since most agencies have moved to LED lighting. Is IDOT intending to replace Xway HPS fixtures with LED using nonroutine units? Will Lane Closure pay items be paid for this work if upgrades are authorized?

  • As materials and shipping prices continue to rise and reach unprecedented levels, some up 40% from last month’s bid and other routine items up as much as 280% from the current contract, would IDOT considered a materials escalator clause for years two and three of the contract.
    The Special Provision for Steel Cost Adjustment is included in the contract, no other adjustments are available at this time..   • Article 4.10 The contract lists special damage repair situations and only refers to materials, with the ongoing trash rack issue at PS26’s labor expected to exceed $300,000 how is the contractor to be reimbursed for specialty vendor costs or their own labor for these unforeseen situations? Is it the department’s intention to utilize article 4.10 regarding the labor and specialty vendor services required to remove and install the PS26 trash rack?

  • Authorized quantities of many non-routine bid items have far exceeded the actual bid quantities in the current EMC contract. IDOT stated that per construction contract standards up to 10% of the total contract value may be authorized before an agreed unit price will be sought. Please clarify if the 10% in excess of the total contract value is per non-routine bid item?
    The vast majority of non-routine bid items in the current EMC have not exceeded contract quantities. The Contractor should reference the Contract, Addendum and the Standard Specifications for Road and Bridge Construction for guidance on the impacts to unit or non-routine prices due to an increase or decrease of contract quantities.
