The special provisions under standard 701321, calls out for the installation of blackout tape to be incidental to the 701321 pay item. However, the plans have a pay item for this work(70107005). Please clarify as which is correct. Also, how is the removal of the blackout to be paid for? If it is to be paid for under 70300150 Short Term Removal, the pay item quantity does not incorporate this. Please advise.

The quantity for the blackout tape in the plans is for the edge lines. The blackout tape that is included in the cost of the pay item for TC&P 701321 is for the centerline markings. For the removal of the quantity of blackout tape that is included in TC&P 701321, the removal of that quantity is included in the cost of TC&P 701321. For the removal of the quantity of blackout tape that is called out in the SOQ, an addendum will be coming to include that removal quantity with short term pavement marking removal.
