  • Sheet No. 407 specifies the "H" value of the wall from top of leveling pad to top of coping. Per AASHTO, "H" at an abutment is to be measured from the top of the leveling pad to the top of the bridge embankment. Sheet No. 407 also specifies a soil reinforcement length of 0.7H with a minimum of 17'. If "H" is defined from the top of leveling pad to the top of the coping, then the 0.7H soil reinforcement length minimum would only be 13'. Please clarify the required soil reinforcement lengths.
    The “top of exposed panel line, finished grade line at front face of wall, and “theoretical top of leveling pad line elevations are to be shown on the Final plans (see Figures 3.11.1-1 and 3.11.1-2). These elevations define retention requirements, establish bid payment limits and are the basis of the wall supplier’s design. The reinforced mass of an MSE wall extends an orthogonal distance of 0.7H from the outside face unless the external stability design requires a wider base, where H is the actual height of wall at any section as defined in Figures 3.11.1-1 and 3.11.1-2. The height of the wall detailed on the plans is the distance between the theoretical top of leveling pad to the top of the anchorage slab, top of coping, or top of deck over the abutment depending on the situation. Since the wall in front of the embankments does not have an anchorage slab or top of deck to consider, the top of coping is provided. (07/24/2026)

  • Please clarify the required minimum strip lengths on all walls as either a ratio or empirical length. Ex: the Stage 1 construction section for Wall 3 on Sheet No. 386 calls for a 0.7H soil reinforcement length. Then section B--B of Wall 3 shows a minimum strip length of 20'. With a minimum wall height of 24.5', a 20' reinforcement length would be equivalent to 0.82H rather than 0.7H.

  • The section views for Walls 1 & 3 qualify maximum soil reinforcement lengths for the permanent and temporary retaining walls. What is controlling this maximum length requirement?

  • The section views for Wall 1 and Wall 4 show minimum reinforcement lengths that are contradictory to what is required per AASHTO design. Please clarify the required soil reinforcement lengths either as an empirical minimum or as a ratio of the wall height with minimum values in line with AASHTO design codes.

  • There is no minimum embedment specified for the temporary MSE Walls in the contract plans or special provisions. Since the global stability is the responsibility of The Department, please clarify the embedment required for the temporary MSE walls as well as the required minimum reinforcement lengths.
    The Contractor shall obtain technical assistance from the supplier prior to and during wall erection to ensure proper construction of the wall. The foundation soils supporting the structure shall be graded for a width equal to or exceeding the length of the soil reinforcement. Prior to wall construction, the foundation soils shall be compacted according to Section 205, except the minimum required compaction shall be 95 percent of maximum density as determined by Illinois Modified AASHTO T 99. Any foundation soils found to be unsuitable shall be removed and replaced, as directed by the Engineer. Unsuitable material shall be disposed of according to Article 202.03. Global stability has been addressed with removal of unsuitable materials and/or aggregate column ground improvements. Embedment is not required for the Temporary MSE Wall. Reinforcement lengths shall be determined by the wall supplier as defined in IDOT Standard Specifications. (07/24/2026)

  • Could you please provide the existing contours in the location of the detention ponds? The existing contours are not shown in the areas of construction, and the ponds grading limits are cut off on the cross sections. Also, grading for the south pond along the north slope does not tie into the existing contours, it shows the 769' proposed top of slope and the tie-in to existing has a 6' to 2' drop off.

  • The earthwork quantity table generates earth ex and furnished ex quantities, but does not account dirt quantity from structure excavation nor account for project staging. Based on staging and sequence, materials generated from earth/structure ex would require stockpiling and rehandling until walls are built up such embankment can be placed. The project footprint is very tight and there is no room to stockpile. Will a stockpile location be provided outside project limits.
    Structure Excavation is accounted for under the structure excavation pay item on the structural plans. The schedule of quantities indicates the excavation / fill quantities per stage. (07/24/2026)

  • We need more clarification on the Road Weather Information System. Where will this be removed and reinstalled? A detail would be helpful for estimating what needs to be executed for this pay item.
    Kane County DOT does not use the weather station and does not need it. Contractor to remove weather station and coordinate with Kane County DOT staff to pick it up. (07/24/2026)

  • It does not appear that Pay Item X6640628 – Wood Post and Rail Fence, is specifically called out anywhere in the plan set. There is however portion of fence on plan sheet 53 called out to be removed and replaced but does not have an associated pay item. Are these the same item?

  • Please confirm 0.70 x "H" min. with a minimum strap length greater than or equal to 8' is required for all of the MSE and Temp MSE walls? Some typical sections shown contradict the 0.7x"H" minimum. Please clarify.
    Final strap length will be determined by the MSE wall supplier selected by the contractor, per IDOT Std Spec 522.09 (a). This may or may not exceed the minimum strap length of .70 x "H" based on strap material, size, and select fill used as determined and submitted for approval by the contractor. Per IDOT Std Spec 522.16: Any costs related to obtaining technical assistance for the construction a wall system from a particular supplier will not be paid for separately but shall be included in the unit price bid for that item of work.   • After reviewing ComEd's Relocation drawings, it appears the lines north of the UPRR tracks and west of MSE wall 3 will only be moved slightly west. The power lines will be right on the edge of structure 045-3134, making pile driving and beam setting unfeasible in the Northwest corner. Can you confirm these lines will be either deenergized or removed during the first stage of the project?

  • On sheet 276, there is one post spacing of 10'-3 1/4" for the Bridge Fence Rail, Curved. Maximum post spacing for this rail is 10'-0" - how do you want to handle this? One option is to have 5 spaces at 8'-3" to conform to the Railing Criteria an sheet 264. How do you want to adjust for this spacing error?
    Design calculations support a spacing of 10'-3 1/4". Contractor may fabricate railing with 10'-3 1/4" end post spacing or submit alternative post spacing via. shop drawing process. Either will be accepted. (07/24/2026)

  • There appears to be a discrepancy between the Proposed Typical Section Sheets (27 and 31) and the Schedule of Quantities (Sheet 31) regarding the Aggregate Base Course Type B, 4”. The typical sections show Type B, 4” beneath the median, while the schedule associates it with the bike path. Additionally, the Plan and Profile Sheets (52 and 53) indicate that Type B, 12” is to be used for the bike path. Please confirm where the Aggregate Base Course, Type B, 4” and 12” should be quantified.

  • The Abutment Detail Sheets show an Eye Bolt Detail. How many are required on the face of the abutments?
    SN 045-3133 (114' - (2x2') / 6') = 18.33. Say 19 spaces thus 20 eye bolts x 2 abutments = 40 Eye Bolts. SN 045-3134 (104' - (2x2') / 6') = 16.67. Say 17 spaces thus 18 eye bolts x 2 abutments = 36 Eye Bolts. SN 045-3186 (102' - (2x2') / 6') = 16.33. Say 17 spaces thus 18 eye bolts x 2 abutments = 36 Eye Bolts. Total of 112 Eye Bolts.   • How is the backfill for the reinforced soil mass for the temporary wall paid for? Is it incidental to the wall or paid under 20400800 furnish exc pay item?
    Select fill is required for the reinforced soil mass for the temporary wall and is included with pay item 52200505. Backfill placed outside of the select fill volume for MSE walls will be paid for according to Sections 202 and/or 204. See IDOT Std Spec 522.09 and 522.16. (07/24/2026)

  • The comed plans depicting the relocated aerial lines have information regarding the height of the proposed poles but does not have the proposed elevations of the new lines. These new lines potentially fall within the exclusion zone for cranes and other equipment to safely operate. Please advise the elevation of the relocated lines so contractors can determine the best means and methods to work around these lines and figure any potential required shut downs.

  • The comed plans that were uploaded in the additional information depict the relocated comed lines withing approximately 5' horizontal of the proposed piles at the UPRR bridge. Please confirm if IDOT has coordinated temporary outages with COMED. If so please advise the windows of said outage times to facilitate the work near these lines. Please also confirm IDOT will cover any costs for booting, temp power outages, etc that may be required for comed to shut down this line temporarily.

  • The plan quantities for the Temporary MSE wall appear to only include the area of wall to the existing ground elevation. The areas shown to be undercut (on sheets 349, 369, 388, and 410) for the "removal and replacement of unsuitable material" are substantial and would require temporary MSE wall. Since payment is based on plan drawings, will quantity be added to the pay item for TMSE? Or should the contractor add the cost of this overrun into the pay item amount?
    Areas that require "removal and replacement of unsuitable material" are at grade, i.e. existing ground elevation. Contractor may elect to removal and replace unsuitable material under the existing bridge structure with slope cut excavations. Although the contract documents illustrate a stage line, the site conditions do not restrict the contractor to vertical face excavations. Existing substructures with and without pile supports are shown on plans. Substructures without pile support are protected from undermining Temporary Soil Retention System. The contractor shall use their experience and expertise to determine if the Means and Methods require additional "Temporary MSE wall". "Temporary Mechanically Stabilized Earth Retaining Wall" is pay item 52200505. If the County determines need for additional TMSE, it will be paid for at the unit cost bid by the contractor, No adjustment for bid is provided for specific Means and Methods. (07/24/2026)

  • The STMS states that it is required south of Cherry Lane, north of Cherry Lane, south of IL RTE 38, and north of IL RTE 38. Assuming this is on Kirk Rd, it appears that south of IL Rte 38 and north of Cherry Lane would be in the work zone. Please advise as no other quantities or locations are given.
    The Smart Traffic Monitoring System is located on Kirk Road and the system is located on sheet 177 at Cherry Lane, This is a lump sum pay item and the exact location (north / south of Cherry and IL Rotue 38) for the placement of the advance signage associated with the pay item is to be determined in the field by the engineer based on actual field conditions.   • The bottom of the sacrificial fascia line on the temp wire mse walls shows it level with the existing grade and not cut into the ground below the frost line. The SSRBC design criteria for temp wire walls does not note a 42" frost line requirement and other states also do not require this. Please confirm the temp wire wall will not be required to be installed 42" below existing grade. If a 42" excavation below the frost line is required, please adjust the sacrificia fascia line for the pay limits
    The concrete leveling pads shall have a minimum thickness of 6 in. and shall be placed according to Section 503. The top of the leveling pad shall be located at or below the theoretical top of the leveling pad line shown on the plans. The theoretical top of leveling pad line shall be 3 1/2 ft below finished grade line at the front face of the wall. The reduced section of the soil reinforcing system shall be sized to allowable stress levels at the end of a 36-month design life. Steel soil reinforcement and sacrificial fascia for TMSE walls need only be sized using a sacrificial steel thickness for the design life specified. The sacrificial fascia shall be within 3 in. from the plan offset at any location. This work will be paid for at the contract unit price per square foot (square meter) for MECHANICALLY STABILIZED EARTH RETAINING WALL, TEMPORARY MECHANICALLY STABILIZED EARTH RETAINING WALL. TMSE does not require frost depth bearing as required by MSE walls. (07/24/2026)

  • Per plan sheet 27 and 28 it is unclear what type of shoulder the guardrail on the left side of Kirk Road will be installed in. Please confirm that guardrail will be installed within an aggregate or soft surface.

    Per Article 11 of Exhibit E Public Highway Over Pass Agreement and Exhibit D Public Highway Overpass Agreement Railroad Coordination Requirements 1.20.C “The railroad does not allow temporary at grade crossings unless absolutely necessary and there is no alternative route available to contractor to access the project.   • Plan sheets 349 and 410 indicate a substantial excavation at the existing abutments to remove and replace the unsuitable material. It would seem necessary to install temporary earth retention to complete this work during the first stage of the project. Should the contractor include the price for this scope of work in the "remove and replace unsuitable material" or will quantity be added to the "temp SRS" pay item?

  • Can you confirm which work items are included under the concrete structures pay item at all four MSE walls? Additionally, can you confirm that the concrete superstructure pay item will not be used as a method of payment for any portion of the work?

  • In the "Utilities to be adjusted" section of the Project specifications, Stage 1 shows various existing ComEd power poles to be relocated. The MSE Wall 3 drawings (Plan sheet 383) show existing aerial lines in conflict with notes stating "Ex. Aerial line to be relocated (See drainage and utilities plan)". The drainage plans sheets 106, 107, and 108 show the aerial lines in conflict, but do not show where they will be relocated to. Where will these lines be relocated to?
    ComED is anticipating relocating the aerial lines to the east ROW outside of conflicts with the roadway, structures, and walls. (07/16/2026)

  • The earthwork quantity tables on plan sheets 35-40 seem to contain some errors. The stage 3 fill tables contain all 0's, but the table shows a total of 34,059 CY. On sheet 40, the summary table shows the total shortage to be 172,769 CY. The furnished excavation pay item quantity is 37,557 CY. Can the earthwork quantities on sheet 35-40 be reviewed and revised if necessary?

  • SP page 321, Section 2. Railroad Grants Rights. States the temporary construction area is granted for 12 months or until the project has been completed, whichever occurs earlier. The project is a two year project so this needs to be extended to the project completion, not 12 months. Did IDOT pay the RR $25,960.00 for this or this cost on the contractor?
    A supplemental agreement extending the terms of the Temporary Construction Easement with the UPRR was negotiated and is currently being approved by the Kane County Board. This supplemental agreement will be in place on 8/11/2026 before the Contractor receives NTP. Kane County has paid for the cost of the easement with the UPRR and also for the extension of that easement. (07/15/2026)

  • Stone Riprap Cl A4 is shown on the table on plan page 6 to be at the Reed Road and UPRR bridge but the BOM on both of those bridges shows Stone Riprap Class A2, please verify. Also please advise where the A4 113 sy is shown on the roadway drawings.
    The locations of A4 Riprap of 113 SY is indicated on the Landscaping Plans. A schedule has been included on sheet 34 of the plan set (Schedule of Quantities).   • The pay Items for the piling on the project include: Test pile steel HP14x89, and Furnishing steel piles HP14x89. The pile shown in the plans for structure 045-3134 is HP14x117. Will bid items be added for the different-sized piles and quantities re-adjusted?

  • The Total Bill of Material for Concrete Structures (176.9 cy) on page 226 does not equal the Two Approaches B.O.M. (62.9 cy) on page 245 plus Abutments B.O.M. (144.0 cy) on page 254. Please verify if this should be 176.9 cy or 206.9 cy for structure 045-3186.

  • For the MSE wall staining, the spec page 304 calls for (3) colors - buff, tan, brown. Will the grout lines be one of these colors or is to be raw concrete or cut in with a 4th color?

  • Can the structural excavation limits be defined in the drawings as to show what is to be paid as "Structural Excavation" and what is to be paid as "Remove and Dispose of unsuitable material"? Plan sheets 368/ 369 indicate the entire area under MSE wall 2 is "removal and replacement of unsuitable material", but the summary of quantities indicates there is also a large quantity of structural excavation. Please clearly define the different types of excavation for all 4 of the MSE walls.
    Plans have been updated to clarify that walls 01, 02, and 04 require "Remove and Dispose of Unsuitable Material" and backfill. There is no additional structural excavation required to install the MSE walls. Wall 03 requires Aggregate Column Ground Improvement. At this location it is anticipated structural excavation may be required to construct the leveling pad.
