  • 1) A detail for the lighting controllers is needed. Not clear what is needed or where they are powered from. 2) Need to provide size requirements for the handholes. 3)Detail for ground rod on pole lights on sheet 21 shows a 20' ground rod. Typically this requires a 1-8' ground rod. 4) Plan detail shows 5" conduit for ground wire. Typical for a single wire is 3/4". Please clarify.
    1) The project shall be bid based on details for the lighting controllers included in the plans, including Highway Standard 825011. The City will provide a metered electrical service into a grounded service disconnect control box at a location adjacent to the lighting controller, and the Contractor will provide the remainder of the service up to and including the lighting controller. 2) Handhole size should be based on Highway Standard 814001. 30” depth is sufficient. 3) An 8’ ground rod may be substituted if the equipment meets the requirements of Section 801 of the Standard Specifications for Road and Bridge Construction and also meets the approval of the Engineer. 4) The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications published online.   • For water main conflicts, Location #3 and 6 indicate that the storm sewer will be in the water main. What is required for this conflict. Typically the water main is relocated lower than the storm using 45 degree elbows down with the water line placed in a casting. The size of the existing water main is not noted to be able to allow for this. This is more than an incidental relocation. Can the water main be shut down for this relocation, or will line stops be required.
    Where conditions dictate relocation of a water main, the City of Marshall will handle construction of the relocated water main. Please refer to General Note E on the Plan and Profile sheets. Coordination and cooperation with the City will be required. The Contractor will still be responsible for storm sewer construction, including requirements of the Standard Specifications for Water and Sewer Construction in Illinois. (01/09/2023)

  • For the water main conflict locations where the storm sewer is above the water main, does the storm sewer need to be constructed with water main quality pipe? Does the storm sewer need to be in a casing over the water main?
    The plans reference the Standard Specifications for Water and Sewer Construction in Illinois for construction of water mains and sewers at crossing locations. Please reference this document for details. (01/09/2023)

  • Would IDOT allow the regulated substances to be transported to a special waste landfill in Indiana vs. Illinois if it would be more economical? (approximately 46 miles would be saved per trip)
    Regulated substance disposal shall be in accordance with all applicable sections of the Standard Specifications for Road and Bridge Construction, and all Federal, State, and Local laws in effect for the jurisdictions of removal, transport, and disposal. (01/09/2023)

  • Three of the five regulated waste locations reference handling the impacted material according to Article 669.05(b)(1) and 669.05(a)(5). Which management method will be required?
    Soil shall be managed in accordance with all applicable sections of the Standard Specifications for Road and Bridge Construction, including but not limited to, Regulated Substance Monitoring. Both Articles shall be used in conjunction when applicable soil conditions are present. (01/04/2023)

  • Q3: Special Provision page 9 suggests field painting. Shop applied finish paint systems can be delivered without the need for additional painting in the field. Q: Please confirm complete shop applied painted surface is acceptable.

  • Pipe Handrail SPL: Detail on plan sheet 19 calls out FULL PENETRATION welding and field welding posts to sleeves. This deviates from what is commonly provided by Article 509, for pipe handrails. Q1: What is the need for FULL PEN welding as opposed to conventional welding techniques? Q2: will it be acceptable to fill sleeve with IDOT approved non-shrink grout to secure the post as opposed to welding the post to the sleeve, destroying the painted surface at each post location?
    The project shall be bid according to the plan details and Special Provisions, including the welded sleeve connection. Field painting will alleviate the concern of paint being destroyed by welding. (01/03/2023)

  • AISC: Please confirm that the Pipe Handrail SPL will need to be fabricated by a shop certified by AISC as prescribed in IDOT Article 106.08 ‘Certification of Metal Fabricators’, utilizing welders maintaining a 'small diameter pipe' certification.
    The project shall be bid per the Standard Specifications for Road and Bridge Construction, with all applicable certifications. (01/03/2023)
