  • Regarding response to traffic control: The HWY STD referenced and the plan details show lights on channelizing devices. However the spec prov on page 35 and the 1st section of "LETTING YOU KNOW" indicate the contrary. We believe the special provision governs and lights are not required.
For Highway Standard 701416 and 701422 – BDE spec LIGHTS ON BARRICADES. Steady burn mono-directional lights will be required on nighttime lane closure tapers only. To clarify; the BDE Special Provision for Lights on Barricades and Highway Standard 701416-11 and 701422-10 are in agreement with each other on which traffic control devices require lights. They do not have conflicting information. (01/12/2018)

  • My previous questions regarding utilities were not answered correctly. NO utility information has been plotted on the plans, obviously in conflict with the special provision. Not all 9 companies listed have facilities in the project. Of the companies I have called none require relocation.
A water line is located on sheet 26 and 27. Other utilities were not located and the responsibility of the contractor per special provision. (01/11/2018)

  • 1. Is there a drawing of the existing pavement typical section available? How thick is the existing pavement and what is it comprised of? 2. Are the existing structure plans available? 3. Is there a soils report available for the project? Are there any soil borings or settlement calculations available?
    1) The existing pavement is approximately 6" of HMA over 10" of PCC. 2) An addendum is forthcoming on this issue. Existing structure plans will be made available as additional information. 3) An addendum is forthcoming on this issue. Soil reports are in the existing structure plans that will be made available as additional information. (01/10/2018)

  • Utilities: 1. Special Provision states"...underground utilities have been plotted..." I could not find this information plotted. Is there a plot available for review? 2. Are there utility agreements available for review? 3. Nine utility companies are listed . Do all nine have facilities within the project limits that require adjustment? 4. The City oif Carbondale facilities are located "...City of Carbondale City Limits Only". The city limits are not shown on the plans.
The answer to all four questions is: Refer to the Utilities Special Provision included with the plans. “Underground utilities have been plotted from available surveys and records and, therefore, their locations must be considered approximate only. There also may be utilities for which the locations are unknown. Verification of locations of underground utilities, shown or not shown, will be the responsibility of the Contractor." (01/10/2018)

  • Can we get a copy of the existing structure plans and the latest Bridge inspection report for the 2 removal structures?
An addendum is forthcoming on this issue. The Existing Structure Plans and Bridge Reports will be made available as additional information. (01/10/2018)

  • Questions concerning traffic control: 1. Are lights required on channelizing devices for night time lane closures on multilane roads when separating opposing directions of travel? 2. Same ...for night time lane closes on multilane roads? 3. On stage 3 traffic (sheet 35) the taper to close the eastbound lane is not shown. Where does the taper start?
    1) This information is provided on Highway Standard 701416. 2) This information is provided on Highway Standard 701416 3) An addendum is forthcoming on this issue. Sheet 35 of the Plans will be revised. (01/10/2018)

  • Where is the Traffic Barrier Type 6 being installed (which corner of which bridge)? What stage of the work is the Type 6 being installed?
This information is clearly shown in the Plans. (01/08/2018)

  • What does pay item 44001980 Concrete Barrier Removal include and what is the intent/location ?
There was some barrier added for traffic control that was in addition to the barrier shown on standard 701406. The barrier was paid for (70400100 Temporary Concrete Barrier 700 Foot) and it is noted on sheet 35 and sheet 37. The removal item is for removal of that barrier. (12/27/2017)
