If phragmites areas are to be removed from the mowing program due to excessive water during the mowing window is the contractor to bill based on actual areas / acres mowed?

The contractor should bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. (10/29/2024)
There are roughly 17.8 acres over approximately 60 separate areas of phragmites scheduled to be mowed between Dec 16 to March 1st in this wetland which will possibly be too wet for any ground mounted machine mowing. Is it expected that all areas are to be mowed during this period even if: 1) they are inaccessible by machine? or 2) even foot?

The contractor should bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. (10/29/2024)
