  • The special provisions for SIDEWALK REMOVAL and PAVEMENT REMOVAL (sheet 2/9) indicate that all surplus excavation needs to be disposed of off site at a licensed landfill. Are clean (CCDD) materials required to be disposed of at a licensed landfill? Can clean materials be disposed of with an approved BDE2290? Is this a requirement for all spoils generated or just those that result from SIDEWALK and PAVEMENT REMOVAL?
Disposal of clean materials with a BDE2290 is acceptable for locations not listed on the plans as Special Waste areas. All of the Special Waste areas are near the UP Railroad crossings (labeled on sheets 6-7 of the plans & within the PESA for properties with REC’s). If the excess material can be used on the same property that is allowed. All excess materials within the properties labeled Special Waste on the plan should be disposed of at a landfill (sidewalk, pavement and soil). (02/26/2020)

  • The bid documents do not include any justification of amounts or locations of the items to be addressed issues under the Removal and Disposal of Regulated Substances Section. I was able to obtain the draft PESA, however it does not address this either. Is the a PSI that addresses this or another document?
An addendum will be issued. (02/25/2020)

  • Will a site-specific provision for Removal and Disposal of Regulated substances be added?
No. An addendum will be issued to further clarify. (02/25/2020)

  • you have LR1030 Percent Growth curve in the specials, then in the special's under Incidental Hot Mix Asphalt Surfacing you have "densities shall be 93%" which is not IDOT density spec for a 9.5 surface, nor is it the spec if were using LR1030.
LR 1030 should be used. (02/19/2020)
