Specifically for development of PLC program by the integrator and shop testing: The contractor shall procure and use 2 spare control logix racks, 2 spare control logix processors, 2 spare power supplies and required communication modules to simulate the PLC program of one nodal building at a time. Agreed, inter processor communication between the nodal buildings cannot be tested in the shop test. These spare components shall be turned over to IDOT after project completion.
These spare components are paid for under the following pay items

Looking at plan sheet 245 (SC-46), it also appears that DMS signs are required to get new UPS 120VAC feeds. What are the cabling requirements and routes for these new feeds?
E-02 shows the wiring for control power and fiber optic to each gate only. There is not a separate power feed to the Auxiliary LED Signs. Auxiliary LED Power to be obtained from adjunct I/O cabinet.
Power to the overhead DMS is not shown in E-02.

All current approved bidders have received correspondence from one of IDOT’s sole-spec’d vendors that refers to multiple design challenges and engineering concerns that will not allow them to meet the contract stated schedule. Is it the Department’s intent to resolve these issues outside of this contract, or move into this contract knowing that the vendor is unable to provide the needed materials as scheduled, ultimately ignoring these issues and holding the contractor financially responsible?

Page 11 of the Special Provisions states that the contractor will not be permitted to start work if they cannot prove a certain percentage of material on hand by March 24, 2023. Knowing that this job has an extremely compressed timeline for completion, if the contractor cannot confidently receive enough of the material to begin the job on time, will the Department allow for the work in the reversible lanes to be delayed until April of 2024 without liquidated damages?
The Contractor is intended to meet all the requirements and dates of the contract. The intent of halting removal of the REVLAC system components if sufficient materials have not been procured is intended as a benefit the motoring public only, not as a means to extend the duration of the contract or a means to avoid liquidated damages outlined in this contract. The Department needs the ability to restart reversible lane operation on November 17, 2023 and reserves the right to delay removals if the Department believes that the Contractor would not be able to meet these dates. While this may be possible on the ITS portion of the project, it does not appear that this is feasible for the REVLAC portion of this job. Will the Department provide additional pay items to cover the multiple installation techniques that will be required on this job?

Has any structural analysis been completed on the Restraining Barrier foundations or anchor bolts? How will the contractor be paid if these are found to be deficient? More importantly, how will the job’s timeline be adjusted to account for a significant addition like this?
No. Inspection done in Phase I Report established that foundations are to be reused. Should any deficiencies be suspected, the contractor shall notify the Engineer. In the event that the existing electrical cables to be removed utilizing pay item 89502300 - Remove Electric Cable From Conduit will not move, and remembering that this job is on an extremely compressed timeline, how is the project schedule adjusted, and the contractor compensated, for the required investigation and subsequent repair work.
Contractor shall bid item 89502300 assuming that all practical industry techniques to remove the existing cable shall be utilized. REVLAC system cables will not be utilized during the shutdown of the reversible lanes and thus can be removed early in the project to identify damaged conduits. If cables are not able to be removed using industry techniques the barrier wall will be repaired paid for under X5012502 CONCRETE REMOVAL (SPECIAL) and X5030225 CONCRETE STRUCTURES (SPECIAL). Concrete median removal and repair will be measured for payment in cubic yards. Tie bars will be measured as each. The Department issued an addendum to address this.
Pay Item Z0032400 JOINT REPAIR is measured as EACH per the latest IDOT Coded Pay items. A quantity of 3 EACH will be shown on the plans and incorporated into the pay items. The approximate measurements of the joint repair will continue to be shown on the plans, but item will be paid for as each.

The single line on sheet 215 of the plans indicates different quantities than shown on the bill of material. Since these are lump sum items, which takes precedent? Is it the quantity of units called out in the bill of materials, or the quantity shown in the single line?
The quantity shown in the bill of materials and the single line are the same. The bill of materials shown on sheet 214 only pertain to the new components being installed in the particular building PC/VDT enclosure. (04/25/2022)

Please confirm that all 12-count fiber optic cable will be paid for under line item X8710054 "FIBER OPTIC CABLE, 12 FIBERS", and that this mainline cable is not incidental to the spec noted on sheet 287.

Per the questions answered by the Department on 4/18, site visits to the 5 critical Nodal buildings are not permitted at this time. Since the Department has confirmed in the special provisions that the demolition and wiring plan drawings for the electrical and control system work in each of the Nodal buildings is not all inclusive and that anything required for a working system is incidental to these lump sum pay items, how can any contractor properly capture these items in their bid?

Note 1on sheet 158 states that the contractor shall visit the site to familiarize themselves with the existing conditions. This would require access to the various REVLAC buildings, will IDOT coordinate a preconstruction inspection of the buildings so the contractor can ascertain the existing conditions? Failure to provide this access would give an unfair advantage to the current EMC who has access to these buildings under the maintenance contract.

Would an alternate to the specified Hoffman cabinet for the CCTV Cabinet be accepted? We currently manufacture traffic cabinets for IL D1.
