Contract Specifics
Contract is in combination with 004-60X93. If a combination bid is submitted, an individual item bid must also be submitted for each individual item. Failure to include an individual bid for each of these items and a combination bid amount will cause the combination bid to be declared irregular.
A voluntary pre-bid meeting will be held on Thursday, October 18, 2018 at 10:00 AM in the District 1 at 201 West Center Court, Schaumburg, IL 60196. Location Notes - Lower Level Training Room A. Meeting Description - District One staff will present a general overview of projects 60X79 and 60X93.  Members from Small Business Enterprises and District One IDOT staff will be on hand to answer any questions that you may have.  This will be an opportunity for prime contractors and DBE firms to meet and discuss issues of mutual interest.  Both prime and DBE firms are encouraged to review the project hiring goals prior to this pre-bid conference.  A short formal presentation will be given.

  • This email is regarding the architectural details 2 – structure no. 016-1807 on sheet 489 The detail – Form Liner Texture A states that there is an 8-inch depth to Texture A. Some spots says 1.5” and some say 8”. The liner details are based on 5-ft. panels. In a MSE wall, panels taller than 5-ft. are used on the top as well as at the bottom of the wall. What is the proposed detail for panels taller than 5-ft.?
    The form liner depth varies between 3/4" to 2" maximum. On sheet 489 the detail for Form Liner Texture A, the 8-inch dimension should read 2". Panels shall be 5' tall maximum. If there is extra space at the top or bottom, panel type "0" should be used as is shown pictorially in the elevation view on Sheet No. 488. (11/01/2018)

  • PART 2: Specification sheet 368 states the service (unfactored) nominal bearing pressure shall be reported on the MSE wall shop drawings. Please confirm the significance of the 2100 psf pressure and requirements for factored versus unfactored bearings resistances.
    As noted on Note 4 on Plan Sheet 487 and Note 4 on Plan Sheet 503, “The minimum factored bearing resistance for fill material at locations where the proposed theoretical leveling pad is above the existing ground line, shall equal or exceed 2,100 psf.” (11/01/2018)

  • PART 1: Plan sheets 487 and 503 state “The minimum factored bearing resistance for fill material at locations where the proposed theoretical leveling pad is above the existing ground line, shall equal or exceed 2,100 psf.” The theoretical leveling pad does not extend above the existing gradeline shown in the Wall Elevation tables. No maximum applied bearing is given for locations where the leveling pad extends below the existing grade.
    The note on plan sheets 487 and 503 is intended to provide necessary bearing capacity information for fill in the event that field conditions vary based on ongoing construction work. The maximum applied bearing for locations where the leveling pad extends below the existing grade can be found in to the Structure Geotechnical Report available under the Additional Information folder on the IDOT website.   • X0323553 Ornamental Fence Wrought Iron: Special provision page 280 suggests that the unit price includes gates. Please confirm if gates are actually required. IF yes, it is critical that a detail of what type of gate is needed, where it will be positioned and along with the intended width. A schedule of quantities would also be helpful, as only a fraction of the plan quantity could be located.
    There are no proposed gates within the ornamental fence limits to be constructed within this contract. The Roadway Schedule on plan sheet 41 lists 48’ of ORNAMENTAL FENCE, WROUGHT IRON at the CTA Bus Turnaround and 40’ at the IDOT Pump Station. (11/01/2018)

  • 64300370 Impact Attenuator FRD WIDE TL3: Plan sheet 91 illustrates a unit that resembles a REACT 350 system without calling it out specifically. Please confirm that it is acceptable to select any unit from IDOT’s List of Approved Impact Attenuators that is noted in the WIDE category, OR declare the specific use of a WIDE REACT 350 system on this project. Either way, it would be appropriate acknowledge in an Addendum the type of system to avoid confusion during construction.
    The impact attenuator shown on plan sheet 91 is to be Pay Item 64300370 IMPACT ATTENUATORS (FULLY REDIRECTIVE, WIDE), TEST LEVEL 3 as called out on the plans and not a specific system. It is acceptable to select any unit from IDOT’s List of Approved Impact Attenuators that satisfies the design requirements. (11/01/2018)

  • 66400305 Chain Link Fence 6’: It appears that the existing chain link fence at the IDOT pump station has barbed wire; Will the proposed fence simply comply with 664001-02 or will IDOT provide a detail illustrating modifications to the standard?
    The proposed chain link fence should comply with IDOT Standard Drawing 664001-02 and will not have barbed wire. (11/01/2018)

  • To Remain In Place Attenuators: Will there be any Fully Redirective Temporary Attenuators that will remain-in-place when the project ends? If yes, please add a Pay Item for this type of unit. Note: The Schedule on plan sheet 41 calls for 1 each Fully Redirective and plan sheet 70 clearly states that this unit is a Non-Redirective attenuator. The Non-Redirective system has a pay item X0327992.
    There will not be any Fully Redirective Temporary Attenuators that will remain—in-place when the project ends. The schedule item on plan sheet 41 is a Non-Redirective Attenuator per Plan Sheet 70 and the Summary of Quantities. (11/01/2018)

  • The east abutment for ramp EN depicts a deep foundation system placing soldier piles into rock of an approximate length of 108'. There is an overhead obstruction with the NW ramp which leaves only approximately 30' of overhead clearance. There is not a rig that can drill that deep into rock with the OH clearance constraint. With numerous splices of casing and soldier pile, this foundation is not constructible. We suggest the use of micropiles. Please provide an item for alternate option.
    It is noted on Sheet 460, Note 7 that the Contractor shall expose all existing piles, drilled shafts and sheet piles to an elevation 1 foot below the top of these elements. Based on the existing plan information provided in the plans, the existing top of footing/piles are around elevation +/- 576.7 providing additional vertical clearance for drilling. It is also noted in the Suggested Stages of Construction Ramp EN Narrative, during Stage 1A to construct both the east abutment and proposed retaining wall no. 20. Proposed retaining wall no. 20 includes excavation to the MSE leveling pad elevation. Excavation to these elements provides additional clearance below the NW Flyover structure. The Department will consider alternative foundation designs and proposals in accordance with the Standard Specifications For Road and Bridge Construction, Adopted April 1, 2016, Article 104.07 - Value Engineering Proposals.   • Retaining Wall 22A (page 514) indicates in Note 10 "All Lightweight Cellular Fill shall be Class I". All other uses of lightweight cellular fill on other walls for both contracts indicate Class III. Please verify if Class 1 is to be used on Wall 22A.
    Wall 22A shall use Class I as indicated in Note 10 on Sheet 514, and as noted in the geotechnical memo in the Additional Information folder. (11/01/2018)

  • In accordance with the response to question 3 the IDOT 3 electronic bid form has an entry location for the combination bid total. Please explain how this combination price will be applied/distributed to the IDOT 3 & the IDOT 4 base bid unit prices? Will the combination bid number be posted at the time of the bid opening ?
    ALL pay items are electronically prorated by an internal letting system to reflect a reduced combination bid. The prorated combination bid total will be displayed on the "As Accepted Tabulation of Bids" report, which is posted on letting day. (10/30/2018)

  • Item 3 Ramp EN East Abutment calls out for permanently cased soldier piles with rock sockets, however that abutment is under the NW Flyover. The current design appears unconstructable, or at least, tedious and inefficient to the point where alternatives would be the better solution. Have alternative foundation elements been evaluated at this location, or will alternatives be entertained?

  • In the Special Provisions for Junction Chambers #1 & #2, under the General requirements it States "This work shall not include the excavation, sheeting, and backfilling." Under the section Basis of Payment it states "The contract Unit Price shall include.... removal and disposal of excavated material." Please clarify if the excavation and backfilling is included in these items.
    The Department is in the process of issuing an addendum, please monitor the website for the addendum. (10/29/2018)

  • Can the Department please clarify whether "mass concrete" will apply to drilled shaft foundations? If so, can the Department please share the project specific specification?

  • The pay limits for Structure ex and lightweight fill are unclear based on the special provision and contract drawings as the refer back to the standard spec for payment. Please confirm structure ex and lightweight fill will be paid the actual volumes to the suppliers shop drawing leveling pad elevations required to meet the internal stability and architectural requirements of the wall.
    Structural excavation will be paid for per the actual volumes to the leveling pad elevations, and to a vertical face 2' in front of the wall and to the back of the strap zone. Lightweight fill will be paid for within the strap zone and within the 2:1 excavated area beyond the strap zone where depicted on the drawings. (10/29/2018)

  • Per the MSE special provision Structure ex shall be paid per standard spec 502. There are no details on sheet 1086 how the area between the straps of each side of the wall will be paid. This "island" of material will need to be removed in order to install the ground improvements as depicted in the detail section. Please confirm that this material will be paid as structure excavation.
    This question refers to Sheet 1086 which does not exist within Contract 60X79. (10/29/2018)

  • Can the Department please clarify the location of the proposed tunnel bulkheads as defined by pay item X0370078? Two have been located in Area 5 between shafts 23 and 24 of retaining wall 23. Thank you.

  • Please clarify the pay limits of structure excavation and lightweight fill shown on sheet 514. The detailed cross section does not depict hashed over excavation lines as shown on detailed sheets 487 and 503. Will the excavation beyond the strap zone be required to be sloped at a 2:1 and be paid as earth excavation? The bill of materials take off appears to call out this area as paid lightweight fill but it is not clear from the detail that this will indeed be paid or how the excavation is paid.
    Yes, the excavation beyond the strap zone is required to be sloped at a 2:1 maximum and will be paid for as earth excavation. The area beyond the strap zone above the 2:1 excavation line shall be backfilled with lightweight cellular concrete fill and will be paid for as lightweight cellular concrete fill. (10/29/2018)

  • Please clarify the pay limits of the lightweight fill depicted on sheets 487 and 514. Will the required over excavation which has lightweight fill called out to be used as backfill be paid as there is no note stating it is excluded for payment?
    Per Sheets 487 and 514, the over excavation beyond the straps shown is paid for as earth excavation (10/29/2018)

  • The plans do not indicate a paint system after metalization of the bridge structural steel. Does this mean the steel is simply metalized and shipped to the job site without any additional coatings? The plans also do not say any crossframes, bearings or diaphragms can be galvanized - is this because the bridge is curved?
    General Note 4 on Sheet 420 of the plans regarding metallizing of structural steel includes all cross frames and end diaphragms. Bearings shall be galvanized according to Note 9 on Sheet 454 and Note 8 on Sheet 456 of the plans. (10/29/2018)

  • Can the Department please clarify the location of the proposed 60-in light tower foundations?
    Sheet 371 of 888 shows a HIGH MAST LIGHT TOWER FOUNDATION SCHEDULE. The schedule shows the station and offset for three 150-foot light towers to be installed in the contract. Each 150-foot tower requires a 60-inch concrete foundation. The 60-inch concrete foundations will be installed at the same locations (station and offset) as the three light towers. Note: The depth of each foundation is also shown in the schedule. (10/29/2018)

  • It appears that overhead restrictions may limit the constructability of the E. Abutment of Structure No. 016-1712. Will the Department accept alternative foundation proposals for this location?

  • The specs state that the soils reports are available for review (see attached). As you can see there are way too many reports to come to the Schaumburg office and review. Can these reports be posted to a web site where all the general contractors can review?

  • If the Contractor is low bidder on the combination bid, how is DBE participation evaluated? Based on the base bid of each contract, or adjusted contract value after deduct is applied?

  • After reviewing the IDOT Vendor Portal. The Dashboard has both Contract # 60X79 and 60X93 Bid Files. But, I can not find a way to submit a Combination Bid. Will there bid a separate bid file provided for a combination bid? Can you please clarify?
    On the primary project (Item 3, Contract 60X79), the "Combination Bid Total" field allows freeform entry of the combination bid total amount. (10/19/2018)

  • How will bid results be published for Items 3 & 4, and combo?
    The "As Accepted Tabulation of Bids" report will be posted on the letting site and will display the apparent low bidder/bid amount as usual for each individual item. Once bid analysis occurs, the report may be modified if the apparent low bidder changes.   • The Special Provision for CTA Flagging and Coordination indicates that the Contractor will be responsible for all Flagging and infrastructure shifts. According to the Standard Specifications the Contractor would be reimbursed for these expenses. So will Flagging and Infrastructure Shifts be reimbursed by IDOT to the Contractor or are they incidental?
    Flagging will be paid by the Contractor but will be reimbursed per the Special Provision CTA FLAGGING AND COORDINATION SECTION 1.03C: The amount paid to the Contractor shall be the amount charged to the Contractor for all authorized CTA charges including CTA additive rates audited and accepted by the Department, according to Article 107.12 and Article 109.05 of the Standard Specifications. Per Article 107.12, "The Contractor shall pay cost of Railroad flaggers required for transporting material or equipment across the track. These costs shall be considered as included in the cost of the contract unit prices bid for various items of work involved. All other Railroad flagger costs will be incurred by the Department" Infrastructure shifts shall be considered as included in the cost of the contract also. (10/18/2018)
