  • Can the existing RCP pipe and structures being removed be broken down and placed in the disposal areas?
    Removed storm sewer pipes and structures shall be disposed of off-site. See 701-3.8 and 751-3.9. (01/06/2021)

  • Is there any know reinforcement in RW 18/36?
    Record drawings for the original construction of Runway 18/36 are not available. The presence / quantity of steel reinforcement is unknown. (01/06/2021)

  • What exactly is required to be done by the contractor with the Road User Agreement with Adams County?

  • Since mobilization is included in the engineer field office item, how will the mobilization payments be handled as specified on page 8 in Special Provision For Subcontractor Mobilization Payments? Will the field office item be paid out at the percentages shown in the table?
    Mobilization costs shall not be included in the Engineer’s Field Office pay item. The Special Provision for Subcontractor Mobilization Payments does not apply to the Engineer’s Field Office pay item. Addendum A will include clarifying language for this item. (01/06/2021)

  • Can the DBE percentage be lowered? That is a high percentage for this project’s work items.

  • are there boring logs available? how thick should we assume the topsoil is, both at the barrow sites, and for the RW improvements.

  • Can some of the site work (Dirt Moving & Storm Sewer) (Non Paving Work) in phase 1C be done wile paving operations continue in phase 1B?

  • Is it anticipated that all the removed material from RW 36/18 we be placed in the west stockpile area? Is it anticipated that all fill material needed to fill in RW 36/18 will come from the West Borrow Area?
    Yes, it is anticipated that all of the removed material from Runway 18/36 can be placed in the west stockpile area. There is enough material in the west borrow area to backfill Runway 18/36. (01/05/2021)

  • Will topsoil placement be required once the borrow areas are complete and will they be seeded and if yes is the seeding paid for?
    The existing topsoil in the borrow areas will be stripped and stockpiled. The stockpiled topsoil will be spread over the disturbed area when work is complete. The borrow areas are located in farmed areas. No seeding / mulching will be necessary. (01/04/2021)

  • Can a bid item for Mobilization be added?

  • If an effort to not cross runway 13/31 can both borrow areas be utilized for Phase 2?

    This item was included to provide a method of payment for adjusting underdrain structures to the proposed grade. No specific structures are identified in the plans. (01/04/2021)

  • Can you provide more detail / a grading plan for the 2 Barrow areas. will we be disturbing the entire area shown? can all the dirt needed for the project be gotten from the 2 barrow areas / no Import dirt required.
    Grading plans for the borrow areas were not prepared. The borrow areas shown on the plans are schematic and delineate the outer limits of the areas that the Contractor has available. There is sufficient material within the borrow areas to construct the embankments. No import will be necessary. (01/04/2021)

  • RW 18/36 Removal CDOO1 shows 1" of Asphalt 8-9" cement concrete, & 7" Agg Base. Does the Agg base get removed as well and disposed of off site? The RW18-36 cross sections do not show this clearly?
    The aggregate base is to be removed and stockpiled on site. The removal and stockpiling will be paid under the embankment in place pay item. A typical section for Runway 18/36 will be provided in Addendum A. (01/04/2021)

  • For the Embankment in Place pay items how is this quantity calculated, are only the fill areas shown in the cross sections used to calculate the quantity for this pay item?
    The quantity of embankment in place was calculated by the average end area method using the cross-sectional areas provided in the plans. Cut, fill and HMA areas are indicated on the plans. Refer to the legend on the cross-section index sheets CG600 &CG700. (01/04/2021)

  • 1) Is there an anticipated start date? 2) In the excavated area of the cross section does the sf include the additional excavation for topsoil placement? 3) Is there a typical section for runway 18/36 4) is there base rock in the pavement structure for runway 18/36 and does it get removed?
    Here are the responses: 1) Is there an anticipated start date? A) Anticipated start date is May 1, 2021. 2) In the excavated area of the cross section does the sf include the additional excavation for topsoil placement? A) No. 3) Is there a typical section for runway 18/36 A) A typical section for Runway 18/36 will be provided in Addendum A. 4) is there base rock in the pavement structure for runway 18/36 and does it get removed? A) The Runway 18/36 section does include an aggregate base. The base is to be removed and will be paid as embankment in place. (01/04/2021)

  • Will the award be based on Base Bid amount or the Base Bid plus the Additive Alternate 1?
    As stated on Page 2 of the Notice to Bidders in the bid documents: 8. BIDDING REQUIREMENTS AND BASIS OF AWARD. When alternates are included in the proposal, the following shall apply: a. Additive Alternates (1) Bidders must submit a bid for the Base Bid and for all Additive Alternates. (2) Award of this contract will be made to the lowest responsible qualified bidder computed as follows: The lowest aggregate amount of (i) the Base Bid plus (ii) any Additive Alternate(s) which the Department elects to award.   • Section 80-03 Would a project shutdown for COVID-19 and other related health situations also stop the accrual of calendar days charged to contractor?
    In accordance with Sections 80-06 and 80-07 of the Special Provisions, the project would either be temporarily shut down, which would stop the charging of calendar days, or, if the project is delayed due to reasons beyond the contractor's control, those calendar days would not be charged.   • Please review the contract quantity for runway grooving for 130' wide grooving on RW 4-20 & RW 13-31; What are the working hours for the grooving which takes place after 30 day cure? Are the work hours the same in the runway intersection?
    The quantity of AR401640, Bituminous Pavement Grooving will be revised as part of Addendum A. Grooving within the intersection of the safety areas of Rwys 4/22 & 13/31 will need to be performed at night. The remainder of the grooving can take place during daytime. (12/15/2020)

  • Will you please confirm that the signs are LED, and that the MITLs and MIRLs are quartz?
