  • binder is at 2.0" thick. That doesn't meet the min. thickness.
Surface should be 1.75" Surface over 2.25" Binder. (06/03/2022)

  • The contract special provisions page 1 states that “under no circumstances shall either bridge be allowed to be closed during winter months”.  Should this be interpreted to mean from 12/1/22 to 2/28/23?
This is the correct interpretation. We would anticipate that the awarded contractor would procure necessary materials and be ready to move on the improvement in Spring 2023. (06/03/2022)

  • There are multiple direct conflicts with existing utilities overhead and underground at both bridge locations. Please provide information regarding which utilities will be relocated and when the relocations are scheduled to be completed. Also, if available, the location of the relocated utility.
Information regarding utility relocations is included in the specifications. Utilities have received final plans and been notified of their conflicts. Utilities will be invited to participate in the pre-construction kick-off meeting where their relocations will be discussed. Conflicts are anticipated to be completed prior to the beginning of the 2023 construction year. (06/03/2022)

  • A coating system has not been specified for the Ornamental Railing. Can this information be provided by addendum?
An addendum will be issued. (06/03/2022)

  • Will this contract require that the ornamental railing fabricator be AISC certified per IDOT standard specification section 106.08?
Yes, standard specification section 106.08 is applicable. (06/03/2022)

  • Plan sheet 12 shows the Lucinda Ave. bridge traffic detour which routes traffic directly through the project work zone, at the intersection of Woodley Ave. & Miller Ave., conflicting with multiple scopes of work. Can this detour route be revised by addendum? Please advise.
The City of DeKalb and Resident Engineer will work with the awarded contractor to modify this portion of the detour to provide a safe work zone and allow local traffic to easily navigate the closure. It will be important that residents are able to access the Annie Woods park and that emergency vehicles can similarly get to the area if there is an issue. It should be noted that east of the bridge is typically limited to local traffic. Most of the residents within the area will adapt to the detour quickly. The awarded contractor can submit a new detour layout for review and approval to the Resident Engineer. Costs of any additional signs needed for the revised layout should be included in the contractors bid. (06/03/2022)

  • The sanitary sewer design flow information on special provision page 22 is missing for Lucinda Ave. manhole 2603. Please provide this information.
The flow within the manhole at the Lucinda Ave bridge is estimated between 2,500 - 3,000 gpm. (06/01/2022)

  • Please provide a detail for the Ornamental Rail, it is not possible to make out the rail components on a Google Map search for the College Avenue Bridge in DeKalb. If you can't provide a detail, can you post the existing plans for the College Avenue Bridge?
Per the specifications the railing shall consist of a steel three-rail, flat top, picket style fence. The height of the rail is shown on Sheet 32 as 3'-6" atop the 5" curb. The typical panel spacing of the rail is also shown on Sheet 32 and is 3'-0" with varied end panel lengths. The specifications require the Contractor to provide shop drawings and obtain final approval from the Engineer before the ordering of materials. The Engineer shall be the final arbiter in determining that the railing proposed by the Contractor matches the appearance and finish of the College Avenue bridge railings. Included with this response are 3 sheets extracted from the College Avenue bridge contract plans. They will be posted as Additional Information. Please note, the College Avenue bridge contract plans vary from the as-built conditions. The Contractor is encouraged to visit the site of the College Avenue bridge to obtain specific measurements required for the construction of the railing. (06/01/2022)

  • Please clarify the finish for the bike and parapet rail. Sheets 91 and 118 have two opposing finishes. It would make sense that these would be painted the same color as the ornamental rail but this needs to be confirmed please.
The R-29 Bicycle Railings shown on Sheets 91 and 118, included under Pay Item 50901720, shall be galvanized. (05/31/2022)
