  • The project calls for an existing culvert to be abandoned. No information is available on the size of the pipe or how far the pipe needs to be filled with CLSM. Please provide that information.
    The existing culvert is partially filled with silt on the exposed end and the size is hard to determine. Contractor should inspect this pipe prior to bidding. The Contractor should include enough CLSM to fill the pipe completely under the pavement of IL 157 (Main Street). It is unknown if the Contractor will be able to locate the upstream end of the pipe, but in the event they do, include enough CLSM to fill the pipe from the West side of pavement of IL 157 to the plugged downstream end.   • The special provisions provide a 45 working day contract. Under the sequence of construction operations within the special provisions (Page 4), it provides specific 12 calendar week and 3 calendar week time frames for completing work. Which completion time frame will govern (Specified 45 working day or 15 calendar week duration)?
    The contract will be administered as a 45 working day contract. (07/22/2020)

  • In regards to standard specifications for soil modification section 302.11 subgrade stability, the specification reads that no equipment or traffic shall be on the modified soil after compaction until the required IBV is obtained. How will the contractor maintain local access during this period?
    The Contractor shall work with the RE to determine the best way to keep access for the residents. For this project, most residents have access to their homes from the side roads and alleys. (07/22/2020)

  • It appears that the bottom of the curb will be below the finished grade of the modified soil for the proposed pavement. This area will need to be excavated to complete the curb work. How will the contractor be able to complete the core out and pouring of the proposed curb and gutter without damaging the remaining modified soil?
    The Standard Specifications state in Article 302.10, that the subgrade shall be shaped to the correct lines and grades when the modified soil is nearing completion of compaction efforts. (07/22/2020)

  • In regards to the modified soils, there will be an angular void space necessary within the modified soil to construct the required curb & gutter. What material will be acceptable to put adjacent to the curb after it is poured to fill in the cored out void (I.E. CA6)?
    The Standard Specifications state in Article 302.10, that the subgrade shall be shaped to the correct lines and grades when the modified soil is nearing completion of compaction efforts. If the chosen construction methods by the Contractor require additional hauled in material that is not specified in the Standard Specifications, the Contractor will need to get that approval from the RE and include that cost in the contract unit price for PROCESSING MODIFIED SOIL, 12".   • Special provisions sequence of construction operations (page 4) states to grade subgrade, process soil with cement and seal. Is this sealing mentioned in the special provisions in reference to standard specification section 302.02 note 2 regarding curing of modified soil with an emulsified asphalt?
    The "sealing" of the modified subgrade mentioned in the sequence of construction special provision is in reference to the curing that is spelled out in Section 302 of the standard specifications. (07/22/2020)

  • Will the contractor be allowed to substitute 12” of aggregate base in lieu of the 12” soil modification?
    At this time we are not entertaining any Contractor VE changes to the soil modification. (07/22/2020)

  • Pay item 52200700 Precast Modular Retaining Wall has a bid quantity of 148 Square feet. Plan sheet 25 Plan view of the wall shows 168 square feet. Please clarify.
    Bidders should use the quantity shown in the Summary of Quantities of 148 sqft when tabulating their bid price. This item will be measured in place once constructed and could be slightly more or less depending on the final constructed wall face. (07/21/2020)

  • There are several existing inlets to be removed called out on the plans but there is not a pay item for doing this work. Will there be a pay item created for INLET REMOVAL or will it be incidental to EARTH EXCAVATION per general note #5 on sheet 2 of the plans?
    Include the cost of existing inlet removals as called out on the Removal Sheets in the EARTH EXCAVATION pay item as stated in General Note #5 on Plan Sheet 2. (07/13/2020)

  • The majority of the temporary pavement markings are crosswalks and stop bars. The specifications call for water blasting for temporary pavement marking removal. It is not possible to fit a water blaster in the road sideways in order to remove markings, as it is to wide for the road. Will it be acceptable to grind temporary pavement markings.
    As the specifications states, grinding will not be allowed on this project. There are a number of handheld, skidsteer and small tractor mounted water blasting equipment available in the industry for the Contractor to use for this pay item. (07/06/2020)
