The majority of these pipes are half full of soils/debry at the downstream end. Does IDOT want use just to clear debry as far as needed to line, or do they want the ditches dug out past the lining to flow line?

The contractor should bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online as they pertain to allowing the culvert lining to be completed. (08/27/2021)
Per page 34 of the specs... "The Contractor shall complete the work within 20 working days. From the time we clean and video the line segments for ordering tube, it is taking 5 - 6 weeks for the tube to be manufactured, shipped to our wet-out facility, then shipped to the job site. Please consider changing this to 90 days.
