What is the intent for traffic management on Lake Shore Drive and how is that paid for?

The Proposed Typical Section on sheet 8 of the plans details the guardrail posts through the 5" sidewalk. The C L Fence Post detail on sidewalk does not show it going through the 5" sidewalk. It appears to set on top of walk. Is the C L Fence supposed to have base plate posts?
Surface mounting of the fence posts and posts through the sidewalk are both acceptable. (12/24/2025)
