For the full depth patching, can we use 1 mix (HMA Base mix with 64-22) or do we need a Base with 64-22 and the top lift of base mix with 70-28. We are asking this because the top lift will get milled off anyway.

The specifical provision provides the option to use either Base or Surface mix. For the full-depth patches, base mix would be approved to be brought to the existing surface, if it will then be milled through and paved with surface course during the mainline paving. Approval of using base course for partial depth patches may be prohibited by minimum lift thicknesses identified once the patch is opened up. (06/10/2024)
For the full depth patching, what is the existing pavement thickness and what are the lift thicknesses allowed for placing the patching mix? The details do not show that.

The existing typical is provided in the plans. It is 2" of existing surface on 2" and variable (approximated to be 2-3" from archive records for previous cross slope correction) on top of 8" of crack and seat concrete. Minimum and maximum lift thicknesses of patching material are dependent on the option to use surface or base course, and are provided in the standard specifications for airport construction.
