Are the 54" and 72" dimensions provided the size of the existing culvert ID or are they the proposed OD of the culvert liner?

The dimensions provided are 6 inches smaller than the inside diameter of the existing pipe. There are issues of exposed bolt heads in the existing 78” cmp and spalling in the existing 60” pcc culverts. The sizes were reduced to accommodate the obstructions. (07/25/2018)
