  • Concerning your response to the Right of Entry, it seems in conflict with the second paragraph of Art. 107.11
    Please refer to Article 107.04 and the "Guide for Working with Railroads" located on the bulletin homepage under Manuals, Standards, and Guides to clear up some confusion. The Department cannot grant the contractor final approval until it permission from the railroad that insurance and ROE (if required by the railroad) is acceptable. Referring to the first question, nowhere in Article 107.11 does it say that the Department will FURNISH the ROE. The Department requests permission from the railroad once all documentation has been provided by the contractor. (02/22/2018)

  • Standard BLR17-2 is referenced on sheet 28. This standard is not included in the plans or special provisions. How will it be paid for?
    An addendum is forthcoming on this issue. The plan note on sheet 28 should read "SEE STD BLR 21-9" (02/22/2018)

  • Once the pavement is removed how long will it the engineer to stake the subgrade? How soon after the aggregate base is complete will paving stakes be provided?
    The Engineer will work in cooperation with the Contractor to ensure the staking of subgrade and pavement are completed in a timely manner. (02/22/2018)

  • Once a railroad insurance policy is provided the contractor how soon will the Department furnish the right of entry?
    The Department does not furnish the right of entry. It is the contractor's responsibility to obtain the right of entry agreement with the railroad if one is needed. The Department receives approval from the railroad for the insurance received from the contractor. The railroad contact is always listed in the special provisions. (02/21/2018)

  • Will the City of Anna work on Saturday and Sunday to complete their work? Will they work 24 hours per day?
    It is the contractor's responsibility to meet the 7 day closure, those details should be worked out between the City and the Contractor. (02/20/2018)

  • If the City of Anna requires more than the two days allowed to complete the waterline adjustment, who is responsible for the intersection rental?
    Once the intersection has been closed, it must be opened within 7 days; it is the contractor's responsibility to ensure timely completion. (02/20/2018)

  • Can the contractor's wok proceed simultaneously with the City of Anna's waterline adjustment?
    It is the contractor's responsibility to meet the 7 day closure, those details should be worked out between the City and the Contractor. (02/20/2018)

  • Is the City of Anna responsible for pavement removal, excavation and backfill for the waterline adjustments?
    An addendum is forthcoming to provide the Letter of Understanding between the City of Anna and the Department. Pavement removal for utilities is part of the plan quantities and is considered to be IDOT contractor’s responsibility unless they reach some other agreement. Excavation and backfill will be the City’s responsibility unless they make arrangements with the IDOT Contractor. (02/20/2018)

  • In the special provisions it states that the cost of furnishing, erecting and maintaining signs shown in the detour route shall be paid for in the unit cost for sign panel type 1 and 2. There is nothing shown for posts. Are posts\sign stands to be considered incidental? Will the signs be the property of IDOT or the contractor upon completion of the project?
    An addendum is forthcoming on this issue. Posts will be included in the unit costs of for sign panel type 1 and 2. The contractor will retain ownership of all furnished items required for the detour upon completion of the project. (02/14/2018)
